The European Union has increased in gas prices and a very slight decrease in those of electricity in the second half of 2024, according to two separate Eurostat publications on these subjects relayed this Tuesday, May 6, 2025.
More specifically, the gas rates increased from 11.04 euros per 100 kWh in the first half of 2024 to 12.33 euros for the same consumption in the second. Regarding electricity, the price is 28.72 euros per 100 kWh, compared to 28.89 euros in the previous semester.
When one comes into detail for the member countries of the European Union, it is possible to note that Luxembourg has, as many times in previous years, very low gas and electricity prices.
Number 2 in the two rankings
In terms of gas prices, the indicator used for Eurostat as part of its study is the purchasing power standard (SPA), that is to say the price relating to the purchasing power of consumers from a given country. As such, Luxembourg has the second least of the least of the least, with 5.57 SPA per 100 kWh. Only Hungary has a lower gas price on this basis, with 4.72 SPA per 100 kWh. Conversely, the most expensive gas is in Portugal (16.6). This indicator makes it possible to qualify the gross cost of gas, since it costs 0.0637 euros per kilowatt hour, the highest fourth value of the EU.
Luxembourg is also doing very well with its electricity prices. Expressed as standard of purchasing power, the Luxembourg electricity rate is the weakest second in the EU, with 15.39, behind Malta (14.33). It is the Czech Republic that pays the most electricity (41) on this basis.
As Eurostat reminds us, Luxembourgers benefit from state subsidies that allow invoices to be reduced significantly. For example, for gas, Luxembourg has a negative balance, at -12.7%, which means that subsidies and allowances have more than absorbed costs. For electricity, it is even more striking: the Luxembourg balance was -49.2%, much more than any other EU country.
Nevertheless, it will be necessary to observe the evolution of prices at the next semester. With the end of the electricity price cap since January 1, 2025, the calculation of the invoice has changed. The state continues to subsidize the price of electricity for customers with consumption of less than 25,000 MWh per year. While increases have occurred, the state continues to cover this increase up to approximately 50%. But this increase will necessarily have an impact on the next statistics in this area.
