The Association of Managers of Health and Social Services establishments (AGESSS) claims to have repeatedly asked to meet CEO Geneviève Biron, to no avail. Aside from an “preparation” interview before the birth of Health Québec, the agess denounces being kept away from the discussions leading to the transformation of the network.
“I am made to ask the Minister [de la Santé, Christian] Dubé a reminder to the order in Health Quebec so that he speaks to our association of 9000 managers, ”deplored the CEO of Agesss, Danielle Girard. His association represents managers in the field, such as CHSLD officials, emergency heads and home support coordinators.
These are the people who are with patients, with network users. These people, you see the work they do in the field, they have solutions.
Danielle Girard, CEO of the Agesss
Mme Girard is badly explained why she is unable to have access to the high management of Health Quebec in the context of this major reform of the network which takes place under difficult budgetary conditions. She fears that the decentralization promised by the government fails.
“We had discussions with Minister Dubé and we had to arrive with proximity management. We also had to consult our managers. That was the Minister’s commitment, ”she recalls.
Health Quebec says that “communication channels” with the association “are present” and that “contacts are frequent and collaboration is good and cordial”. “Regular meetings are scheduled until July as part of the renewal of working conditions for our employees members of the agess,” writes the Crown Company in an email in The press.
The Agesss retorts that there is on the contrary “an absence of direct dialogue” with Mme Biron, which is “worrying, considering the major issues that managers face the field”. In addition, negotiations for working conditions are the ministry, it is recalled.
Decentralization
The law of the Minister, which gave birth to Health Québec, makes it possible to rehire several hundred “local” managers so that each installation – from the CLSC to the hospital – has a director who will have to account. The room for maneuver of these new managers was the subject of debate during consultations on the bill.
“The objective of the law […]it is that decisions are made as close as possible to the patient. We are in what we believe. I’ve been a manager for 30 years, it’s been the recipe for 30 years for an organization to work, ”said Mr.me Girard. However, for the time being, she claims to have the impression that the decisions “take place in Health Québec, in an almost ivory tower”.
The Agesss recalls the failures of the reform of Minister Gaétan Barrette while “important cuts in managers have been made, which created notable dysfunctions, such as deadlines in decision -making and overload of work”. “These errors should not be repeated, especially in times of transformation,” maintains the association.
The Agesss also launched the campaign on April 28 on April 28, no services “to better publicize the role of managers in the health and social services network and undo this cliché of” pencil growth “, writes the association.
