The number of unemployed registered in France work in category A (without activity) progressed in the first quarter in France (excluding Mayotte), a result “strongly affected” by the reform of the RSA and the evolution of the updating rules since January.

According to the Statistical Service of the Ministry of Labor (Dares), the number of registrants in category A increased by 8.7%, to 3.4 million people concerned.

But excluding registration of beneficiaries of active solidarity income (RSA) and the evolution of updating rules, the increase is limited to 0.8%.

By including reduced activity (categories B and C), the number of job seekers increases by 4.5% to 5.7 million in the first quarter compared to the previous quarter. Without taking into account rules, the increase would have been 1.3%.

Since January, new registrants at France work have remained in category A until the signature of their “commitment contract”, which inflates the category. The new registrants can no longer activate, so there are also fewer outings for lack of updating.

“The statistics on registered in France work have been strongly affected since January 1 by the implementation of the full employment law and in particular automatic registration on the lists of RSA beneficiaries” and young people, commented the dares during a briefing to the press.

“For this reason, the number of registrants increases sharply, without this increase reflecting the conjuncture of the labor market,” continued the organization, adding that these new audiences are “subject to specific updating rules which also affects statistics”.
