Quebec is suspending the opening of new international adoption files until a moratorium is placed on the adoption process with approved organizations.
This suspension, which only targets organizations approved for international adoption, will not affect files which have already been taken care of, or those which are processed by other organizations, indicated the Ministry of Health and Social Services, in a press release on Wednesday.
The ministry justifies its decision by stating that “the current system of international adoption does not provide all the guarantees provided for in the Hague Convention”.
Adopted in 1993, the Hague Convention defends the fundamental principle of the primacy of the best interests of the child in adoption procedures.
The government of Quebec thus wishes to make “structural and legal changes” to ensure that adoptions are carried out with respect for the fundamental rights of the child, as well as to prevent the kidnapping, sale or trafficking of children. .
This moratorium will allow the government to carry out the work necessary to prevent illicit practices, in addition to strengthening services to prevent the risks of adoption failure.
France, the Netherlands, Denmark, Norway, South Korea and Vietnam are among the states that have adopted similar policies.
