POSITION: Consultant for the Dakar Generation Restoration Project

Service result
– The implementation of the UNEP Dakar Generation Restoration pilot project is supported, including through coordination with local partners and institutions for the implementation of project activities. Coordination between the UNEP Cities Unit, the Directorate of Water, Forests, Hunting and Soil Conservation, the University of Pennsylvania and relevant stakeholders, the wider metropolitan region is strengthened.

– Activities of the Dakar pilot project have started, including:

o Development of a list of advisory board members composed of technical experts, local stakeholders and officials/facilitators.

o Identification of project sites is finalized with local stakeholders and integrated into subsequent project activities.

o Support the coordination of data collection for the development of a case assessment of current ecological conditions in Dakar and its surrounding metropolitan area, for data relevant to the creation of a green belt in the city, as well as relevant stakeholdersFacilitate the engagement of local stakeholders in the project sites, with 1-3 meetings planned for each site, to co-design, co-build and advocate for a network of NbS interventions in the city. – The Directorate of Water, Forests, Hunting and Soil Conservation is supported in participating in online and in-person workshops, knowledge exchanges and project activities, and their engagement with other UNEP teams working on the project is ensured.

– Urban action on nature and climate in Senegal is strengthened and highlighted at the national level, notably through enhanced coordination between the national government and the UNEP Cities Unit.

Duties and responsibilities
The United Nations Environment Programme (UNEP) is the leading global voice on the environment. It provides leadership and fosters partnership in caring for the environment by inspiring, informing and enabling nations and peoples to improve their quality of life without compromising that of future generations. The Cities Unit of the Climate Change Division contributes to the United Nations system strategy on sustainable urban development and the implementation of the New Urban Agenda.

The Unit is currently exploring strategies to support accelerated government action to address the triple crises of biodiversity loss, climate change and pollution through the deployment of nature-based solutions in cities, in order to achieve the targets set by the Global Biodiversity Framework and the UN Decade on Ecosystem Restoration. Through the three-year (2023-2025) Generation Restoration project, the Unit’s objective is to increase the engagement of city stakeholders, including vulnerable groups, in the replication and scaling up of urban and peri-urban ecosystem restoration. Fourteen pilot cities and eleven model cities are part of the project, including Dakar in Senegal as a pilot city.

The main objective of the Dakar Pilot Project is to facilitate the development of a blue-green infrastructure network and a multifunctional green belt to control urban sprawl, support ecosystem connectivity and strengthen local stakeholder collaboration for biodiversity protection in the metropolitan area. In this context, UNEP is seeking a part-time consultant (level A) to support the development and implementation of UNEP’s work in Senegal and the Dakar Pilot Project, as well as to support the Unit’s efforts on overall project and knowledge management for the Dakar Pilot Project. The consultant will also support coordination with key stakeholders in the country and explore opportunities to establish synergies and connections where possible. The consultant will work within the UNEP Cities Unit under the supervision of Sharon Gil, Programme Management Officer.

Special qualifications/skills
Advanced degree in plant biology or related fields. 20 years of proven experience in biodiversity conservation, research, project management and nature planning, with a specialization in Senegal. In-depth understanding of climate and environmental issues related to nature, human-nature relationships, local context and governance in Senegal. Ability to work effectively, accurately and autonomously in a fast-paced environment with multiple competing tasks within teams and using participatory approaches.

LANGUAGES
Fluency in French and English is required for this position. Working knowledge of any other local language will be an asset.
