The Danish Refugee Council was founded in Denmark in 1956 and has since grown into an international humanitarian organization with more than 7,000 employees and 8,000 volunteers. 1. Context

The DRC has been operating in West Africa since 1998, and in North Africa and Latin America since 2011. The DRC regional office, West, North Africa and Latin America (WANALA) is based in Dakar, Senegal, and covers 13 countries. Led by the Regional Executive Director, the DRC WANALA supervises, supports and provides strategic guidance to the DRC country offices in the regions mentioned above. The region includes Burkina Faso, Mali, Niger, Nigeria, Cameroon, Central African Republic, Chad, Algeria, Tunisia, Libya, Mexico, Colombia and Venezuela. A Multi-Country Grants and Operations Department has been established at the Regional Office since February 2021 with multi-country and cross-border projects and grants held at the regional level.

2. Job objectives

Responsible for supporting the Regional Head of Programs (RHOP) and Executive Director of Region (EDR) in leading business development processes at the regional level, including elements of partnership engagement, strategic program development and development of proposals. Responsible for anchoring business development in the region to strengthen existing partnerships and opportunities and identify new partnerships and opportunities regionally and nationally. Responsible to national programs for technical support and expert advice on engagement and proposal development. Reports to RHOP with a technical line to the Director of Partnership, Engagement and Financing (PEF) at HQ to align strategic engagement efforts.

The Partnerships, Engagement and Funding (PEF) Manager position manages the PEF team whose role is to lead our external engagement and adequately support regional directors in their external engagements.

3. Responsibilities

GENERALLY

  • Develop, coordinate and lead regional business development and strategic program development processes.
  • Oversee regional localization efforts.
  • Support donor engagement and the development and maintenance of strategic partnerships in the region.
  • Provide, as requested, business development support to national programs in the region.
  • Coordinate with relevant global functions to ensure regional efforts are aligned with organizational strategies.

PARTNERSHIP COMMITMENT

  • In close collaboration with sector managers, identify strategic partners at the regional level and support country offices in identifying strategic partners.
  • Support regional reflections on strategic partnerships with other actors and the establishment of relationships with new donors.
  • Contextualize global fundraising and engagement strategies for the region and develop regional donor engagement plans to foster and maintain constructive, long-term relationships with strategic regional donors and partners.
  • Lead regional donor and partner mapping to identify strategic partnerships and areas of overlap and alignment of programmatic priorities.
  • Support RHOP and EDR donor and partner engagement efforts through preparation, intelligence, monitoring and general maintenance of strategic regional partnerships.
  • Maintain a comprehensive regional donor database to track donor commitments and coordinate donor outreach and communications across the region, consistent with global donor databases and monitoring efforts.
  • Proactively monitor donor portals and track donor commitments to identify and disseminate new strategic funding opportunities across the region and coordinate with global and regional business development colleagues.
  • Provide expert advice to country programs regarding engagement and fundraising strategies and support country programs in developing donor engagement strategies.

STRATEGIC PROPOSAL AND PROGRAMMATIC DEVELOPMENT

  • Lead the coordination and sometimes development of new, strategic or complex interventions and proposals (such as long-term consortia, multi-country projects or commercial contracts) at the regional level, including external communication with donors or partners and internal coordination and process management with relevant stakeholders. , including global advisors.
  • Collaborate with regional program and support teams to align and adapt strategic programmatic priorities and regional capacities with regional donor strategies and funding opportunities.
  • Under the direction of the RHOP, lead or support country programs in the development of new, strategic or complex interventions and proposals outside of the country program’s capabilities or resources.
  • Under the direction of RHOP and the Regional Senior Management Team (R-SMT), promote and support the development of appropriate programmatic models.

MANAGEMENT OF THE PARTNERSHIP, ENGAGEMENT AND FUNDING TEAM

  • Lead and manage the performance of the Partnerships, Engagement and Funding team,
  • Oversee and ensure that the Partnership, Engagement and Funding team is continually ‘fit for purpose’ and equipped to provide relevant support and advice to regional and national operations, including in terms of capacity development.
  • Ensure that the partnership, engagement and financing team is economically viable.
  • In close coordination with the Regional Operations Directors (ODR) and the country SMT, lead the business development cycles and strategy,
  • Work closely with the Regional Support Services Manager on foreseeable changes to the organization, driven by new partners, developments in funding flows and our business model.

4. Required Qualifications

Success in this position requires that you listen to teams and partners, that you are able to ensure remote technical management of DRC teams and local partners, and that you know how to demonstrate leadership in your area of ​​responsibility. Furthermore:

Technical experience and skills: (include years of experience)

  • At least 7 years of senior level experience leading strategic business development, strategic engagement and fundraising efforts.
  • Demonstrated experience in engaging, coordinating and maintaining networks with donors, partners and local stakeholders.
  • Demonstrated experience leading the development of complex, high-value proposals to humanitarian and development donors.
  • Demonstrated experience monitoring and implementing the localization program.
  • Experience with non-institutional donors/alternative financing mechanisms.
  • Master’s degree in political science, international development, economics or other relevant field
  • Political and cultural sensitivity, patience, tact, diplomacy, perseverance and team spirit.
  • Willingness to travel throughout WANALA, sometimes at short notice.
  • Full professional mastery of English and French.

Desirable

  • Demonstrated knowledge of humanitarian and development programs in countries covered by the WANALA region.
  • Experience working in a regional office
  • Fluency in Spanish would be a definite advantage.
