Revaluation of retirement pensions

The subject was widely debated during the development of the 2025 budget, which was ultimately not adopted after censure from the Barnier government. From January 1, all retirement pensions will increase by 2.2% to align with inflation, an average increase of €18.

Accommodation

Reinforced constraints for tourist rental

Renting your main residence becomes more restrictive from January 1st. Each owner must register at the town hall before any rental. Municipalities will be able to reduce the maximum authorized duration from 120 to 90 days per year and establish quotas for furnished tourist accommodation per district.

Ban on renting G-rated accommodation

From January 1, housing with an energy performance diagnosis (DPE) classified G – the worst rating – can no longer be rented. This applies to new leases as well as renewals. Housing rated F will be affected in 2028, then those rated E in 2034.

End of the Pinel system

This system, which offered tax advantages to real estate investors, will end after 10 years of existence. It will be replaced by aid reserved for legal entities building housing, according to the Court of Auditors.

Reduction in the interest rate on home savings plans

The annual nominal interest rate for new home savings plans (PEL) opened from January 1 will drop to 1.75%, compared to 2.25% currently.

The tourist tax increases in Île-de-France

A new tax, included in the 2024 finance bill, increases the tourist tax by 200%. It applies to and the municipalities of Île-de-France, in addition to departmental (10%), regional (15%) and IDFM (200%) taxes.

The price of the stamp increases

The price of stamps will increase by 6.8% on average from January 1, 2025, with an increase of 7.8% for the green letter.

Increase in Navigo subscriptions

The monthly Navigo pass will increase by 2.8%, reaching €88.80 per month or €976.80 per year. In addition, origin-destination tickets will disappear in favor of a single price: €2.50 for a journey by metro, RER or Transilien, and €2 for the bus or tram.


Health

A new compulsory vaccine

Vaccination against meningococcal ACWY and B infections becomes compulsory for infants. It will replace the meningococcal C vaccine (already mandatory) and the meningococcal B vaccine, which was previously strongly recommended.

New health record

The 2025 version of the health report will include updated recommendations. It will offer advice for educating children “without violence”, information on sleep and tools to detect neurodevelopmental disorders. A compulsory medical examination at age 6 will help detect these disorders.
