Unemployment insurance: what changes from January 1, 2025

The ambition of the law for full employment aims for a “ support for people looking for work is more individualized because it is better adapted to the level of autonomy and needs of each person, and more fluid in order to improve their professional integration by providing them with the right solution at the right time. » In fact, the first concrete change that will take place in January 2025 will be automatic registration with Travail of around 1.2 million people, without any steps to take. Among this total: current active solidarity income (RSA) recipients, spouse, partner or PACS partner of an RSA recipient, and young people followed in a Local Mission, a Youth Engagement Contract (CEJ) or a Pathway contracted towards employment (PACEA). In fact, without any action on their part, these workers will have access to France Travail services. And people already being followed by an organization will continue with the same referring organization, while those not being followed will be contacted by the organization adapted to their situation. Also, each person requesting to receive the RSA or to be monitored by a specialized organization will now be automatically registered with France Travail.

Engagement contract and new obligations

The support process has also been redesigned: it will begin with an overall diagnostic interview of the job seeker's situation, which will be shared with all those involved in the process and regularly updated. During this interview, an employment contract will be signed between the job seeker and the referring organization, to define the obligations of the person being supported. For example, this contract will specify the actions that the jobseeker must implement in their path to employment, as well as the commitments of the referring organization. In the event of non-compliance with the contract, sanctions may be applied. These remain to be clarified, by a decree to come on 1is semester 2025.

For RSA beneficiaries, it is the employment contract which will establish the level of support as well as the number of hours of weekly activity which must be carried out. Indeed, the law provides a target of 15 hours of weekly activities to receive the RSA. Initially tested since spring 2024 in 17 departments, then in 29 from March 2024, the reform will now concern the entire country. In detail, these activities could take the form of action to define one's professional project and develop one's skills (training, immersion in a professional environment, etc.); procedures for access to rights, health, housing, etc.; job search action (applications, assistance workshops, interviews, etc.); or any other action related to their project of access to employment.

Seniors impacted

Another important development in unemployment insurance: from 1is January, the amount of the allowance will be calculated on the basis of a fixed number of 30 days per month, unlike the current system which modulates payments according to the exact length of each month. In fact, although beneficiaries of unemployment benefit will recover a few euros in February, they will see their benefit drop during months with 31 days. Over the entire year, the loss is estimated at 5 fewer days of compensation for the unemployed. And therefore at a lower level of compensation.

Also, from 2025, the new reform provides for a shift in the age limits allowing extended compensation. In other words, the characterization of a job seeker as senior in the eyes of France Travail, which allows the beneficiaries concerned to benefit from extended compensation and support, in particular by virtue of the additional obstacles induced by age, evolves. From now on, you will have to be 55 years old to claim 22.5 months of maximum compensation, compared to 54 until now; and 57 years or over to be entitled to 27 months of unemployment, compared to 55 today. Beneficiaries aged 54, 53 and under will receive a maximum of 18 months of compensation.
