Thermal strainers, Airbnb, Maprimerenov'… What changes on January 1 for real estate

New rules come into force on January 1, 2025, in particular the ban on renting housing classified G under the energy performance diagnosis. Overview of the main changes.

2025 will bring its share of changes to the real estate sector. Some legislative measures are coming into force, including new regulations on the rental of energy sieves. Other devices are removed or amended. We take stock.

“Thermal strainers” prohibited for rental

The exit of poorly insulated housing from the rental stock continues. From January 1, 2025, G-rated accommodation will be prohibited for rental. In the private rental stock, nearly 650,000 homes are classified G but only new leases signed are affected for the moment. For G thermal strainers already rented, the tenant may request renovation work from the owner on the lease renewal date.

According to the rest of the calendar, housing classified F which will leave the stock in 2028 and E from 2034. Furthermore, the energy performance diagnostics (DPE) carried out between January 1, 2018 and July 31, 2021 will no longer be valid. in 2025. It will therefore be necessary to create a new one if it is put up for sale or rental.

New bans on “Airbnb” type sites

As for long-term rentals, the DPE calendar also applies to seasonal rentals since the vote of the so-called “Airbnb” law. From January 1, 2025, it will be prohibited to offer new G-rated accommodation on short-term rental platforms. In 2028, it will be the turn of thermal strainers classified F to be banned. A period of 10 years, however, is left for those who already rent furnished tourist accommodation. Please note that primary residences are not affected by the calendar.

Disappearance of Pinel

It is no longer possible to benefit from Pinel. This tax advantage reserved for owners who buy new properties to rent out ended on December 31, 2024. Thus, for the first time in 40 years in , there is no longer a tax exemption system to encourage rental investment in new properties.

MaPrimeRénov' becomes less advantageous

Professionals feared a return to the restrictive conditions of early 2024. Ultimately, “mono-gestures” such as installing a new boiler or changing windows, will continue to be subsidized in 2025. However, the envelope devoted to the energy renovation of buildings has been reduced and the aid will be affected. From January 1, 2025, as part of MaPrimeRénov' Parcours par gesture, cash advances provided to “very modest” households fall from 70% to 50% of the forecast amount of aid. For households with greater resources, the rates are also revised downwards:

  • from 30% to 10% of the amount of eligible work, for projects allowing a gain of 2 classes in the DPE;
  • from 35% to 15% of the amount of eligible work, for projects allowing a gain of 3 classes in the DPE;
  • from 35% to 20% of the amount of eligible work, for projects allowing a gain of 4 classes or more in the DPE.

Concerning major works, however, the rates are increased from January 1, 2025, to reach:

  • 80%, if you are part of a household with intermediate income (you will therefore remain responsible for 20% of the amount of your work) – currently, the capping rate is 60%.
  • 50%, if you are part of a household with higher income (you will therefore remain responsible for 50% of the amount of your work) – currently, the capping rate is 40%.

Measures abandoned (for the moment)

Finally, certain measures were envisaged in the 2025 finance bill, in particular the expansion of the zero-interest loan, a system for eliminating gift taxes for a purchase of new real estate or even an increase in notary fees. But the government fell and the Budget was not voted on. These provisions have therefore been abandoned for the moment.
