Harassment, noise, death threats… A man makes his neighbors live hell, near

And real hell which affected them psychologically and even physically. This is what residents of the Petit-Quevillynear (Seine-Maritime), in recent years, with a climax in October 2024. At issue: a neighbor who made life difficult for them, between noise, harassment and death threats uttered.

This case was judged by the Rouen court (Seine-Maritime) on Thursday November 21, 2024 in a criminal hearing. The accused is a 41 year old man with a criminal record already heavy with violence, threats, theft and even use of narcotics. 12 mentions in total between 2001 and 2024 and stays in detention.

From small neighborhood problems to death threats

On the side of the civil parties, four neighbors two of whom, a man and a woman, were present at the hearing. The facts began in 2019. It started with music played too loudly, the new neighbor – who initially did not live here but regularly came to his partner's home – was informed of this but was reluctant to turn down the sound. This is repeated over and over again, the nerves of the neighbors are put to the test and they inform the municipality.

There are also these stories of annoying parking on the part of the accused, which the civil parties complain about. Seemingly small things but which spoil their daily lives. But more serious, the tensions will go crescendo until the defendant begins to utter death threatsin the street, clearly heard in the neighborhood. The neighbors are afraid.

These threats were recorded several times, and transcribed extracts were read during the hearing. The terms are unequivocal: “blood will flow”“I’m going to bleed one, I’m going to kill one”, “where is my screwdriver, I’m going to stick one in”, he said screaming, especially on October 11, one day too many for victims who then decide to file a complaint.

One of them testifies on the stand: “Since that day I no longer live here, here I am too afraid. » She also describes being tested psychologically and physically by this situation, which made her very fragile.

“It’s not really threats”

Heard by the court, the accused appears voluble, and denies as best he can the threats: “I may have said bullshit which I don't remember anymore. Who did I threaten? I would like to know? Why do they feel targeted? » ; or again: “It’s not really threats, we talk like thatwith us, I am a child of the neighborhoods. I speak loudly, it's my temperament. »

Not in the opinion of the public prosecutor, in any case. For the Advocate General, the accused is actually trying to contest “to the point of absurdity” the facts, characterized according to him, as harassment and death threats. “These facts, little by little, deteriorates mental health and physical aspects of the victims,” he also underlined.

On the defense side, the defendant's lawyer tried to show that these acts of harassment were not characterized, that her client had not made threats by name to each of the victims.

Ultimately, the court sentenced the defendant to 8 months in prison with committal warrant — that is to say that he was incarcerated at the end of the hearing —, prohibited from entering into contact with his neighbors and prohibited from appearing at Petit-Quevilly for two years.

Upon reading the deliberations, the accused expressed shock, exclaiming “It’s a misunderstanding Madam Judge, give me a chance”while in the room, his companion came out crying and screaming, other relatives also loudly expressing their astonishment, accompanied by police officers present.
