Tested between 2018 and 2023, the time-sharing employment contract for employability purposes aimed to facilitate the integration of people in difficulty. While Igas has just released its evaluation report, the Senate will look into the possible resumption of this experiment.
A bill, adopted by deputies in January and which must be examined in the Senate on November 6, seeks to relaunch the experiment with the time-sharing employment contract for employability purposes (CDIE). This is a permanent contract aimed at certain people experiencing particular difficulties in professional integration (recipients of minimum social benefits, poorly qualified, etc.). These contracts could be concluded until December 31, 2023.
The experiment was the subject of an evaluation by the General Inspectorate of Social Affairs (Igas). Dated July 2023 (i.e. six months before the end of the system), her report was however not published until October 25, 2024. Her findings are mixed to say the least: she estimates that“it is not established […] that the CDIE achieves the objective assigned to it of ensuring the “employability” of people “having integration difficulties”. »
Provision
As part of this experiment, “the employee is hired by a time-sharing company (ETTP) and can be made available to user companies without time limit and without having to justify any reason for appeal”explained l'Igas.
