the Red Cross of organizes its day of awareness and action to face risks

This Sunday, October 13, 2024, the second edition of its National Exercise Day (JNEX) will be held, intended to raise awareness and prepare the public for risks, organized by the Red Cross of . This day will also mark the third edition of the Day of Action to Face Risks, initiated by the government in conjunction with the UN International Day for Disaster Risk Reduction. It is now important that everyone takes ownership of it and that a dynamic develops between the population and the public authorities. By showing that everyone can play a role in exceptional situations, by strengthening the power to act, we create the conditions for trust” Philippe Da Costa, President of the French Red Cross.

The French Red Cross is a leading partner and a key player in protecting populations.

For 160 years, faced with the challenges posed by health and social issues, the climate or even the global geopolitical situation, the actors of the French Red Cross have responded before, during and after crises.

With its experience and its 75,000 volunteers and 17,000 employees, the association is convinced that we must now move from a logic of support to that of resilience. This resilience necessarily requires the preparation of as many people as possible, citizens of course, but also all the actors involved in crisis responses. This is also one of the key proposals of its latest report on the resilience of French society dedicated to extreme climatic events: “involve the French on the occasion of the National Resilience Day of October 13, in order to bring together all the stakeholders, test different crisis scenarios and explain the right behaviors to adopt”.

– “Let’s prepare to be ready and learn to be surprised” –

Floods, storms, heatwaves, explosions, large cultural or sporting gatherings, international crises… The French Red Cross is regularly mobilized in emergency situations. It is essential for its expert teams to continue to prepare and constantly improve the management of operations and the support provided to populations. As an approved civil security association, it is also very important to bring together all the players involved in the operational response: rescue workers, public authorities and citizens themselves.

Sunday October 13, 2024, the French Red Cross is therefore organizing, for the second year, simulation exercises throughout , on a table or life-size, during which volunteers, employees, elected officials, students… Structures and establishments of the association will be confronted with exceptional situations. Led by each Red Cross Territorial Delegation across France, this National Exercise Day will make it possible to test, in real conditions, the operational capacities of the different actors to deal with a crisis.

To do this, the Emergency and Operations Department of the French Red Cross provides its Territorial Delegations with thematic scenarios (railway accident, floods, snowstorm, etc.), turnkey, in order to mobilize the all the teams around simulation exercises.

The Territorial Delegation is organizing a practical crisis management exercise in collaboration with the PIROI, the Territorial Directorate and the Saint-Paul Town Hall, as part of the national exercise day of the French Red Cross, scheduled for Sunday October 13 . This action aims to test the mobilization of volunteers and employees of the Red Cross in the event of a crisis, and to consolidate coordination with the municipality of Saint-Paul as part of the opening of a temporary accommodation center (CPH) for migrants.

– Risks in figures –

As a reminder, some telling figures:

– 2 out of 3 French people (44 million people) are exposed to the risk of flooding and landslides
– 35% of French people are exposed to the risks of storms and cyclones (+13 points since 2021)
– 93 departments are affected by water restrictions and 75 have been classified in a “drought crisis” situation in 2023
– In the case of an imminent extreme weather event, only 37% of French people have the right reflex by staying safe and listening to the information.
– 17% of seniors do not have a cell phone, preventing them from accessing real-time alerts.
