The year begins with bad news for motorists: in 2025, the price of the registration document will increase in several French regions. This increase is due to the increase in the horse tax rate, one of the main components of the cost of the registration certificate.
A significant increase in several regions
The tax horse, determined by regional councils, is calculated based on engine power. From Wednesday January 1, 2025, six regions voted for a notable increase in this rate:
- Normandy: the price increases from 46 to 60 euros (+30%).
- New Aquitaine: from 45 to 53 euros (+18%).
- Provence-Alpes-Côte d’Azur: from 51.20 to 59 euros (+15%).
- Centre-Val de Loire: from 55 to 60 euros (+9%).
- Corsica: from 27 to 43 euros (+59%).
- Brittany: increase to the maximum ceiling of 60 euros.
- The Grand Est is also studying an increase in the maximum ceiling according to Le Parisien.
A change also in the method of sending
In comparison, Île-de-France had already increased its tax rate in 2023, increasing it from 46.15 to 54.95 euros. All new vehicle owners will have to pay these new rates when registering. However, electric vehicles remain exempt from this tax, an additional incentive to opt for greener mobility.
This increase in the tax rate allows regions to replenish their coffers in a difficult economic context for local authorities. The third source of tax revenue for the regions, this tax is essential to finance local projects and compensate for reductions in state funding.
Another new feature: from January 2, 2025, registration documents will no longer be sent by registered mail. According to a decree published in the Official Journal, registration certificates will be sent in “followed letter” mode directly to applicants' mailboxes. This measure aims to simplify administrative procedures while maintaining a similar delivery time, i.e. approximately seven days.
