“An absolute majority for the National Rally or the New Popular Front would produce neither civil war nor chaos.” For Dominique Rousseau, lawyer and emeritus professor of public law at the University of Paris 1 Panthéon-Sorbonne, there is no need to dramatize: the Fifth Republic has already experienced cohabitations without the institutions ceasing to function and, if no absolute majority emerges, it will be up to the President of the Republic to appoint someone to form a coalition as “in any parliamentary regime”. He could also “appoint a government of technicians, experts, to ensure the continuity of the State at least until June 2025, when it would regain the right to dissolve”. In the event of a majority for the RN, he nevertheless believes that the risk of a “highly conflictual cohabitation” is high and is based on two main points: “Our aid to Ukraine and our contribution to the budget of the European Union.” The constitutionalist is also concerned about the far-right party’s program, which runs counter to “the rights and freedoms guaranteed by the Constitution.” On the 28-minute show, Dominique Rousseau analyzes the political and institutional situation in France in this eventful period between the two rounds.

Since Thursday and the first televised debate between Donald Trump and Joe Biden, a wind of panic has been blowing through the Democratic camp. Often haggard, unable to respond to his opponent’s insults or finish his sentences… Fears about the outgoing president’s ability to campaign are at their highest. A CBS poll published this weekend is unequivocal: 72% of American voters believe that Joe Biden does not have the mental and cognitive health to be President and 45% of Democratic voters believe that he should withdraw. The debate seems to have rolled out the red carpet to the White House for Donald Trump. But according to observers, if the outgoing president gives way to another Democratic candidate, synonymous with novelty, this candidate could embody a danger for the Republican, who continues to be a deterrent for part of America. So can the Democrats find a plan B? Joe Biden would first have to agree to withdraw and, ideally, before the Democratic convention scheduled for August 19 to 22 in Chicago. Some names of Democratic governors are already emerging, as well as the possibility of resorting to a sure and experienced value of the Democratic party, like Hillary Clinton.
