The interdepartmental chamber of notaries of the Lyon Court of Appeal published its Loire real estate barometer this Friday. This concerns a stock of 405,500 housing units, within which there are 86% primary residences. Prices of old housing fell in the department by 6.3% over one year. Activity in terms of transactions is also at half mast. Annual sales in the department have in fact fallen by 20% over one year, to 10,890 goods.

21% of sales took place in Roannais, 2% in the Forez mountains, 14% in the north of the Forez plain, 8% in the south of the plain, 27% in Saint-Etienne, 22% in the outskirts of Saint-Etienne, 2% in Haut-Forez and 5% in Pilat.

The cities having recorded the most real estate transactions are Saint-Étienne (2,991 sales), (739 sales), Saint-Chamond (393 sales), Montbrison (243 sales), and Riorges (207 sales).

Fall in apartment sales

Of the 10,890 properties, 5,010 concerned old apartments, which represents a drop of 16% over one year. This has a direct impact on prices, particularly in Saint-Étienne and its outskirts, where values ​​fell by 5.2% over one year to €1,180 per m². The drop is also perceptible in Roannais, where the values ​​of old apartments fell by 4.9% to €1,150 per m².

Across the entire department, the average living space is 67 m². The share of 3 rooms (35%) is the largest, ahead of 4 rooms (26%), 2 rooms (22%) and 5 rooms and more (10%). The studios represent 8% of sales.

Among the cities that drop the most in the department, we find Riorges (-6.8% to €1,180 per m²), Roanne (-6.6% to €1,140 per m²), Saint-Chamond (-6% to 1,150 € per m²), Saint-Étienne (-4.4% to €1,160 per m²), or even Montbrison (-3.7% to €1,630 per m²). On the other hand, some others are seeing the price of old apartments increase quite significantly, like Saint-Priest-en-Jarez (+2.9% to €2,300 per m²), Rive-de-Gier (+8.8 % at €1,380 per m²), or even Villars (+2.3% at €1,170 per m²).

Fall in sales of new apartments

Sales of new homes have, as at the national level, fallen in the Loire. 590 sales of new homes were recorded over one year, a drop of 24%. Among the municipalities with the highest prices, we find Marcilly-le-Chatel (€4,320 per m²), Roanne (€4,290 per m²), Andrézieux-Bouthéon (€3,640 per m²), Montbrison (€3,570 per m²) , Veauche (€3,470 per m²), and Saint-Étienne (€3,230 per m²).

More generally, the median prices per m² of new apartments stand at €3,960 per m² in Roannais and €3,430 per m² in Saint-Étienne and its outskirts, up 4.9% over one year. For new apartments, throughout the department, the average living space is 60 m². The share of 3 rooms (40%) remains the largest, ahead of 2 rooms (35%), 4 rooms (11%) and 5 rooms and more (3%). The studios represent 10% of sales.

An old house market also affected

The market for old houses has also been affected by the drop in transactions. There are 4,740 annual sales, a drop of 19% over one year. The median sales price is also down markedly, both in Saint-Étienne and its outskirts (-5.9% to €220,100), and in Roannais (-5.9% to €160,000). The median living space for old houses is 103 m². The share of houses with 1 to 3 rooms (16%) is logically less than 4 rooms (28%), 5 rooms (30%) and 6 rooms and more (27%).

Many towns have recorded significant price drops, such as Veauche (-2.6% to €280,500), Saint-Just-Saint-Rambert (-4.6% to €267,000), Rive-de-Gier (-12% to €219,000), Montbrison (-7.7% to €217,000), Saint-Chamond (-11.7% to €216,500), or even Saint-Étienne (-2.9% to €208,800) , Sury-le-Comtal (-7.2% to €199,500), Riorges (-7.3% to €185,400), Mably (-3.5% to €159,000), or even Roanne (-7.8% at €147,500).

Overall, the median sales prices of houses stood in Saint-Étienne and its outskirts at €220,100, down 5.9%, and, in Roannais, at €160,000, also down 5.9%.

Collapse of the building land market

Clearly impacted by land restrictions, the building land market continues to contract. 540 annual sales were recorded, a drop of 40%. Median sales prices stand at €107,500 in Saint-Etienne and its outskirts, and €48,500 in Roannais (-7.6%).

The outskirts of Saint-Etienne (€119,000) are the most expensive sector ahead of the south of the Forez plain (-0.7% to €99,300), the north of the Forez plain (-10.4% to €60,000), Pilat (-5.3% to €56,400) and Roannais (-7.6% to €48,500).

The median land area is 710 m². Sales of less than 600 m² are the most numerous (37%), followed by sales of 600 to 899 m² (28%), those of 900 to 1,499 m² (25%), those of 1,500 to 2,499 m² (7%) and those of 2,500 to 5,000 m².

A majority of old housing with label D

Concerning the energy label of goods sold in 2024, we find 35% of goods in label D, 29% in label E, 16% in label C, 9% in label F, 7% in label G, 3% in label B , and 1% in label A. Notaries report an increase of three points, from 2023 to 2024, in the share of sales of homes with label E, even though the share of sales of the most economical homes (labels A and B) drop by two points.
