“The Bouscat Sainte-Germaine multimodal exchange hub (PEM) is an essential facility that meets the challenges of intermodality. It is an essential link in the metropolitan RER. Inaugurated on 1er June 2023, it offers access to Saint-Jean station in less than a quarter of an hour”, supported elected official Daphné Gaussens, in introduction to a deliberation on the agenda of the municipal council, Tuesday 7 may.

Patrick Bobet believes that the City is doing a little better than the Region and Bordeaux Métropole in terms of the increase in study and implementation costs.

Olivier Delhoumeau

It is also a project that will have cost more than expected, both in studies and in implementation. Whether for the creation of the railway stop (platforms and access) under project management of SNCF Gares & Connexions or for the work on the public spaces of the multimodal hub (forecourt, secure bicycle shelter, etc.) under the supervision of Bordeaux Métropole . The amendments approved in session by the assembly attest to this. Daphné Gaussens especially detailed the additional cost for the City of Bouscat. Regarding so-called pre-project studies, the increase amounts to 11,010 euros. The updated overall participation of the municipality thus increases from 28,690 to 39,700 euros. This concerns railway studies.

Overall cost increase of 18.9%

In the “works” column linked to the scope of SNCF Gares & Connexions, the initial contribution from the community (100,000 euros) takes 16,128 euros more into view. The cost on PEM public spaces, however, remains unchanged. This is explained by the fact that Bordeaux Métropole requested and obtained state aid and a significant increase in the European Feder fund. These compensate for the excess expenses linked to the developments located at the bottom of the railway bridge.

The SNCF did not put a penny into the project

Communist opposition elected official Patrick Alvarez took stock of all the stakeholders. Knowing that the Nouvelle-Aquitaine Region and Bordeaux Métropole are the biggest contributors to the operation. The spending update results in “an overall increase in costs of 18.9% between 2021 and today, an increase of 1.20 million. For the City of Bouscat alone, the excess amounts to 13%. » And this municipal councilor is more broadly concerned about “all these markets regularly revalued by 20% compared to the initial contracts. »

ERDF compensation

Regarding the PEM, he also points out that the SNCF has not put a penny into the project. “I am not congratulating its president who is going to be replaced but in principle, it is a bit strong,” he lamented.

“The increase is significant, you are right,” admitted Mayor LR Patrick Bobet, regarding the financial overload. We have gone through a bad period, with a colossal increase in the prices of materials. Even if the City doesn’t fare too badly in the end. » And the councilor admits that the bill could have been much higher without the help of the State and especially the Feder. As for the SNCF, “it’s true, it didn’t put a cent into the matter,” he confirmed in the same tone of regret.
