Over the period from 2015 to 2018, the Court of Auditors detected several inconsistencies on the acquisition prices of equipment and products at the Parcelles Assainies town hall, headed by Moussa Sy at the time of the events.
“On April 15, 2015, the municipality invited five (05) companies to tender to DRPCR F_CPA_009 relating to the acquisition of sweeping equipment, cleaning and disinfectant products in two batches,” indicates the Court report.
For lot 2 concerning cleaning and disinfection materials, “the highest prices offered by the bidders for the items pairs of shoes and spade handles are respectively 18,000 FCFA and 2,300 FCFA. »
Still according to the report of the Court of Auditors: “For the same market in 2017, the municipality invited five (05) other companies to submit offers. For the same technical specifications and the same items, namely pairs of shoes and spade sleeves, the lowest prices offered by the bidders are respectively 150,000 FCFA and 18,500 FCFA. »
“It is thus noted that in 2015, a pair of shoes purchased at 15,000 FCFA returned to 150,000 FCFA in 2017. It is the same that in 2015, a handle of spades purchased at 1800 FCFA saw its price rise at 19,000 FCFA in 2017”, reveal the investigators of the Court of Auditors.
When questioned, Mayor Moussa Sy indicated that: “these inconsistencies and the strong inflation on the acquisition prices of sweeping equipment, cleaning equipment and the aforementioned disinfectant products have escaped the vigilance of his services. These shortcomings were noted during the first sessions with the advent of Act 3 due to the lack of experience of the staff. But over time, these weaknesses were corrected. He announced that these services will now try to be more attentive and more rigorous on the invoices and offers presented by suppliers. »
For its part, the Court considers that the mayor must ensure compliance with the principle of economy during the municipality’s procurement procedures.
