“TVA” implementation in fiscal 2025
The most prominent legal texts and draft decrees approved by the Government Council are “Draft Decree No. 2.24.1110 amending and supplementing Decree No. 2.06.574 issued on (December 31, 2006) regarding the application of the value-added tax stipulated in Section Three of the General Tax Code, presented by Fawzi Lakjaa, Minister Delegate to the Minister of Economy and Finance, in charge of the Budget.
This project seeks, according to the same communication, “to change and supplement the aforementioned Decree No. 2.06.574, regarding the application of the value-added tax stipulated in Section Three of the General Tax Code, in accordance with the measures that were included regarding this tax in accordance with the provisions of Article 8 of the Finance Law.” No. 60.24 for the fiscal year 2025, which will enter into force at the beginning of the new year.
“Exceptional licenses” for judges

The aforementioned draft decree seeks to “change some of the requirements of Decree No. 2.93.534 by specifying the conditions for granting compensation to employees who supervise and activate continuous training training, and to complement the organized experience for the benefit of the personnel affiliated with the Ministry of National Education, by stipulating: increasing the amount of compensation specified for some employees who They supervise and activate continuous training training and complement the organized experience for the benefit of the frameworks affiliated with the Ministry of National Education, Primary Education and Sports – the National Education Sector. Two international agreements
The Government Council continued its work by reviewing two international agreements and draft laws related to them, presented by Mohamed Hajjaoui, Secretary-General of the Government, on behalf of Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad.
According to what was officially announced, the matter relates to “an agreement between the Kingdom of Morocco and the Republic of Chad to avoid double taxation and prevent tax evasion in the field of income taxes, signed in Dakhla on August 14, 2024, and Draft Law No. 53.24 hereby approves the aforementioned agreement,” and “the Social Security Agreement.” Between the Government of the Kingdom of Morocco and the Government of the Republic of Korea, signed in Seoul on June 2, 2024, and Draft Law No. 37.24 approves According to the aforementioned agreement.”
Appointments to senior positions
It is noteworthy that the Government Council concluded its work by deliberating and approving “appointment proposals for senior positions in accordance with Article 92 of the Constitution.”
Accordingly, a statement by the government spokesman announced that the Ministry of National Territorial Preparation, Construction, Housing and City Policy announced the appointment of Ilham Saidi as director of the Urban Agency of Guelmim-Oued Noun.
