This building in is going to be raised… and that worries its residents

They are starting to mobilize against the project to raise their HLM Côte d'Azur Habitat building. The tenants of the Saint-Philippe residence (1) express their incomprehension. “We are not told anything. I learned that there was this project by reading -Morning and since then nothing”annoys Henri Pelgrin, tenant at 4e floor since 1999.

The program provides for the raising of two floors of this building which today has five, i.e. 13 more housing units in this residence of 41 apartments.

“We will have even more incivility. They are already struggling to maintain the building, so with more residents, what will that mean?”Dominique Lagrange redoubt of 4e floor.

“The container room is tiny, the trash cans will overflow”worries Henri Pelgrin. “It will inevitably cause parking problems because everything in the neighborhood has to be paid for”underlines Aurélie, resident of 1is.

“The risk is that they will destroy our garden to create additional parking spaces”Giacomo Sebben is worried. The tenants of 5e redoubt “to suffer a lot of nuisance during the work”. SO “no wayfor him, to pay full rent given the inconvenience we will have to endure”. Léa, from 1is, “I hope I don’t end up under it. I’m afraid the structure won’t hold and it will fall on me.”.

Residents “ready to appeal the permit”

The tenants of the Saint-Philippe residence have many questions and no answers. “We would like to know what will happen. How long will it last? Will there be new parking spaces? Will our yard disappear?” asks Henri Pelgrin. And then “Who is going to finance all this? There is no way they are going to increase our rents”invokes Dominique Lagrange. The inhabitants are “ready to appeal the permit”exclaim Giacomo Sebben and Henri Pelgrin.

This elevation will also have a visual impact in the neighborhood. It will notably affect the view from the rooftop of the Amour hotel. “I wasn’t aware”invokes Eva Bringue, general director of the establishment. The owner, the very discreet Beaumarly group of the Costes family, “does not want to comment.”

“Of course, there will be an information meeting with the residents”

On the Côte d'Azur Habitat side, we are trying to calm things down. “Of course, there will be an information meeting. We will discuss it with the current residents. This work will also be for them. They will benefit from a modernization of the facade and the replacement of the boilers. Regarding concerns about the parking, we will be careful to prioritize among new tenants those who do not need parking spaces”specifies Anthony Borré, president of Côte d’Azur Habitat.

And to add: “There is no question that this will interfere with the Hôtel Amour. Everything was worked on with the architect of the buildings of . There are currently attics under the roof. We can upgrade without harming the neighborhood.”

The building permit was submitted in October. The market was published on November 18. The works phase should begin in 2026 for 18 months.

This elevation is part of the City's overall strategy. For Anthony Borré, also first deputy mayor, “Raising represents a relevant alternative in dense urban areas, where optimization of space is essential. In the public and private sector, we have a potential of 2,000 housing units in 500 buildings that could potentially be raised in Nice.”
