Return to the White House. Four years after his defeat against Joe Biden, Donald Trump took his revenge by defeating his vice-president Kamala Harris and managing to be re-elected president of the United States.

Strengthening customs duties, stricter immigration controls, new foreign policy… Overview of the measures and positions taken by the man who will once again lead the world's greatest power.

• On immigration, “the largest expulsion operation”

Immigration is “the number 1 subject” on which the Republican candidate campaigned in 2016, and again in 2024. After his project to build a wall along the Mexican border, Donald Trump promised “the most “great expulsion operation” of illegal migrants in the history of the country.

In addition, he also wants to prevent federal agencies from automatically granting American citizenship to the children of illegal aliens, a revision of the law of the soil which would be contrary to the 14th Amendment of the American Constitution.

• Protectionism and lower taxes

On the economic front, Donald Trump's program is supported by several personalities from the business world, and in particular by the boss of Tesla and X Elon Musk. Among the strong measures he supports, Donald Trump wants to tax 10 to 20% more on the importation of foreign products and even up to 60% for products from China.

Significant customs duties to finance, according to him, a reduction in income taxes for Americans after several years of high inflation. The Republican candidate also pledged to make the United States “the world capital of bitcoin and cryptocurrencies”.

On the tax side, he wants to make income from social security tax free and lower corporate tax from the current 21% to 15%. On the energy side, the Republican wants to halve prices by notably increasing the production of gas and oil within the American territory.

• Ambiguous about abortion

While Kamala Harris supported the creation of federal law to protect the right to abortion as did Roe v. Wade dismissed by the Supreme Court in 2022, Donald Trump is much more vague. He said he was proud to have put this issue back in the hands of the states thanks to the Supreme Court's decision but declared that some “had gone too far”.

He promised that his administration would be “great for women” but some fear, after ambiguous comments from him, that he will use his presidential power to limit access to drugs used in medical abortions.

• Towards a reduction in aid for Ukraine?

Ukraine was anxiously awaiting the results of the American presidential election, fearing that military aid would dry up if the Republican candidate won.

Donald Trump in fact estimated that the United States must “stop giving money without hoping to be reimbursed”, in reference to the aid voted by the American Congress for kyiv.

In addition, the Ukrainian authorities fear that the American president – who has pledged to “resolve” the conflict – will push them to negotiate with Russia under conditions very favorable to Moscow. However, President Volodymyr Zelensky has already ruled out any territorial concessions.

“Ukraine will not recognize these territories (as Russian) whatever happens, whoever wins (the presidential election) in the United States,” he insisted. But he recognizes that if Washington reduces its support, Moscow will be able to “occupy more” territories.

• Support for Israel in its war against Hamas

Donald Trump, who recognized the city of Jerusalem as the capital of Israel during his mandate, posed as the absolute defender of Israel during the outbreak of war with Hamas on October 7, 2023.

In recent months, however, he said he was “not exactly sure I like the way” Israel is carrying out its offensive, judging that the Jewish state was “totally losing the communications war.”

• A new exit from the Climate Agreement

Finally, regarding the climate issue, Donald Trump described climate change as a “hoax”, and promised to “drill at all costs” in the event of a return to the White House, even though the United States is the second largest global emitter of greenhouse gases, behind China.

Climate skeptic, Donald Trump has promised to reverse subsidies for renewable energy and electric vehicles.
