His Majesty King Mohammed VI, may God assist him, chaired, today, Friday, at the Royal Palace in Rabat, a ministerial council, devoted to deliberating the general directions of the draft finance law for the year 2025, and approving draft decrees related to the military field, in addition to a number of international agreements, and a group of appointments. in senior positions.

The following is a statement from the official spokesman for the Royal Palace:

“His Majesty King Mohammed VI, may God grant him victory, chaired, on Friday, October 18, 2024 AD, corresponding to Rabi’ al-Thani 14, 1446 AH, at the Royal Palace in Rabat, a ministerial council, designated to deliberate on the general directions of the draft finance law for the year 2025, and to approve draft decrees related to the field. Military, in addition to a number of international agreements, and a group of appointments to senior positions.

At the beginning of the Council’s work, and in accordance with the provisions of Chapter 49 of the Constitution, the Minister of Economy and Finance made a presentation before His Majesty the King, on the broad outlines of the draft Finance Law for the year 2025.
The Minister highlighted that this project was prepared in a difficult international context, due to the continuing geopolitical tensions and the escalation of climate crises.

Despite this, Morocco has been able, thanks to the wise leadership of His Majesty the King, may God protect him, to continue economic and social reforms, while maintaining the sustainability of macroeconomic balances, as the growth rate is expected to reach 3.3 percent in 2024.

The Minister added that the draft finance law revolves around four priorities, each of which constitutes a lever to enhance social cohesion, strengthen economic sovereignty, and achieve the conditions for the desired prosperity for future generations.
– First: Continuing to strengthen the foundations of the social state: especially through the harmonious and effective implementation of social protection dissemination workshops. After generalizing basic compulsory insurance for sickness, direct social support workshops will be completed, the number of beneficiaries of which has reached approximately four million families, in parallel with the continued implementation of health system reform.

The road map for reforming the educational system and supporting social dialogue will also continue to be downloaded, in addition to downloading various projects that fall within the framework of the general reconstruction and rehabilitation program for areas affected by the effects of the Al Haouz earthquake, and the rehabilitation of areas affected by floods in the southeast of the Kingdom.

– Second: Consolidating the dynamism of investment and job creation: in accordance with the Royal Instructions, by stimulating private investment and issuing the Investment Charter, where the focus will be on accelerating the process of approving investment projects, and on continuously improving the business climate.

Public investment will also be supported, and the structural projects that have been initiated will continue, especially the “Green Generation Strategy” and projects related to the green hydrogen sector, the shift towards clean energies, and the roadmap for the tourism sector, with care being taken to place the management of water resources at the core of priorities, and to accelerate the implementation of water resources. The national program for supplying potable and irrigation water, as well as giving special importance to the implementation of huge projects related to preparations for hosting the 2030 World Cup.

In parallel, a concrete roadmap will be activated to revive employment, according to an integrated and multidimensional approach, aiming to stimulate investment dynamism in the sectors most effective in terms of job creation, strengthening support for very small, small and medium-sized enterprises, and increasing the impact of active employment programmes, in addition to alleviating The repercussions of drought on employment in rural areas.

– Third: Continuing the implementation of structural reforms: foremost of which is reforming the justice system, by completing its legislative and regulatory framework, continuing the efforts made to generalize family courts, and modernizing the judicial administration and its digital transformation.

Advanced regionalization and the reform of public institutions and enterprises will also continue, especially by activating the strategic directions of the state’s contributory policy, working to reform the regulatory law of the Finance Law, and continuing to implement the law related to tax reform.

Fourth: Maintaining the sustainability of public finances: by taking the necessary measures to ensure the gradual restoration of financial balances, and providing the necessary funding for planned projects, while ensuring that the budget deficit is reduced and the necessary financial margins are restored to confront potential future risks and crises.

The Minister indicated that the general directions of the draft financial law aim to enhance the impact of the strategies adopted on our country’s development path, and achieve a strong economic recovery, with a growth rate of up to 4.6% recorded during the year 2025, and limiting the inflation rate to 2%.

After the Ministerial Council approved the general directions of the draft finance law for the year 2025, seven draft decrees related to the military field were approved.

The matter concerns draft decrees to change the decrees related to determining how to implement the requirements of the basic system for members of the auxiliary forces. The basic regulations for civil prevention personnel and doctors working in the General Directorate of Civil Protection and its external departments; By determining the salaries of the soldiers who receive a monthly wage from the Royal Armed Forces; As well as determining a system of wages, food, and transportation expenses for soldiers in the Royal Armed Forces who receive a special progressive fare.

These four projects fall within the framework of the special care given by His Majesty the King, the Supreme Commander and Chief of Staff of the Royal Armed Forces, to improving the social and material conditions of these forces, and aim to increase the wages of members of the Auxiliary and Civil Defense Forces, the Royal Armed Forces and the Royal Gendarmerie, similar to the increases scheduled for all… Employees within the framework of social dialogue.

The other three draft decrees concern the resort of public administrations, institutions, and vitally important infrastructures that contain information systems or sensitive data to cloud digital service providers, and the organization and management of hospital institutions affiliated with the Royal Armed Forces, as well as compensation for redundancy for the benefit of some military personnel assigned to carry out missions abroad.

Within the framework of strengthening the partnership and cooperation relations that bring Morocco together with a number of brotherly and friendly countries, strengthening its position and fulfilling its obligations at the continental and international levels, the Ministerial Council ratified 19 international agreements, including 16 bilateral agreements, and three multilateral agreements.

The bilateral agreements relate to encouraging and mutual protection of investments, enhancing cooperation in the judicial field, fishing and tourism, mutual administrative assistance in the customs field, and cooperation in the fields of international road transport, marine fishing and air services.

Thirteen of these agreements are distinguished by the fact that they were programmed with six African countries within the framework of joint committees held in the city of Dakhla, in the Moroccan Sahara.

As for the multilateral agreements, they concern the agreement on the establishment of the permanent headquarters of the African Development Institute in Dakhla, the agreement on the facilities and privileges of the Regional Directorate for North Africa and the national office of the Agence Universitaire de la Francophonie in Morocco, as well as the agreement concluded within the framework of the United Nations for the Law of the Sea regarding the conservation of marine biological diversity in areas outside the scope of National mandate and use it sustainably.
