The extent of the changes introduced into the functioning of Travail by the application of the Full Employment law is causing internal tensions.

In the Norman news/investigation media The Octopus is interested in it in an article entitled “France Works poorly” echoes the transcription of these tensions in the judicial field on two complementary levels, revealing inadequacies in the functioning of internal authorities.

The CSE France Work in Normandy appealed to the Administrative Court of to request that management consult it on the implementation of new procedures resulting from the Full Employment Act “We believe that the local CSEs must also be consulted on the modalities with which we moved to the famous contrat d’engagemenresulting from the full employment law, a true Copernican revolution for the public employment service” and presents to the trade union organizations a document “containing effective measures of risk prevention for agents of the Normandy establishment in each profession ».

Rejected in summary proceedings, this request will be examined on the merits in a context of increased workload and reduction in staff numbers. “Norman's workforce has continued to decline in recent years, the Region having lost 150 employees in two years while an increase in job seekers is announced”.

Inspired by the approach carried out in (see Psychosocial Risks at France Travail analyzed in Occitanie) the trade union organizations unanimously adopted a CSE deliberation providing for the use of an expert, in order to carry out investigations into “the 2023 social policy of France Travail Normandie” or even “working conditions”. The management cannot oppose it but disputes, in court, the amount of the estimate, which delays the commitment of the mission.

It is probable that this tension is not a Norman specificity. In any case, at the national level, after a day of strike fairly well followed on December 5, 2024, a new day is announced for February 4, 2025, at the call of the inter-union CFTC, CGT, FO, FSU, STC and SOUTH

And at the agency in Maine-et- a short strike movement made it possible to obtain the resolution of a deleterious situation which had lasted for years, as affirmed by the FO union
