“We have a government that has given unlimited funding to the defense of foreign borders,” Mr. Trump said, the closest he came to a direct reference to the war in Ukraine, “but refuses to defend American borders or, more importantly, its own people.”

He would solve this contradiction, he said, by designating the drug cartels “foreign terrorist organizations,” which carries the specter that he could order American forces to take them out in Mexico.

And yet, just before demanding the return of the Panama Canal he insisted that America’s military success needed to be measured “not only by the battles we win, but also by the wars that we end and, perhaps most importantly, the wars we never get into.”

He insisted his “proudest legacy will be that of a peacemaker and unifier,” and he took credit for the return on Sunday of three of the Israeli hostages being held by Hamas.

But after leaving the ceremonies at the Capitol, Mr. Trump’s focus was almost entirely on his agenda at home and seeking to reverse what he sees as liberalism run amok throughout government and society, a force that he blames for trying to undermine him in his first term and to imprison him afterward.
