In recent months, the situation has deteriorated at the Traveler reception area of Concarneau, in Vuzut, in the Kersalé activity zone. To the point that Concarneau Cornouaille agglomeration, in charge of this competence, has just taken a radical decision. “We have decided to close this area from January 20 until February 17,” indicates Olivier Bellec, president of CCA. An order has been posted on the door of the reception area.
The cause is significant damage. “Everything was broken,” laments Olivier Bellec. He thus mentions a bill of €10,000 for the agglomeration. “We have no choice but to rebuild everything,” he said. Closure is necessary, due to work.”
Damage and incivility
Sanitary facilities in poor condition, taps and sockets torn off, doors broken, masonry to be redone… The damage is significant. Not to mention waste storage. “A few months ago, there was even a 10 m caravan which was burned on site”, we note, from the ACGV company, to which management of the premises has been delegated.
The president of the agglomeration thus denounces numerous incivilities and non-compliance with internal regulations. “On November 19, we had already sent a letter to the families,” he explains, also reporting pirate connections on the electricity meter of the Henri-Sérandour rugby stadium, located just behind. The continuation of the damage led him to take an even more severe measure. “The five families present were banned from staying for six months,” announces Olivier Bellec. But from the reopening on February 17, other families will be able to move in there, without any problem.” The families concerned have left the area since Wednesday.
Two areas, two situations
CCA is in charge of two reception areas for travelers on its territory, each with around ten locations (to be distinguished from the issue of summer evangelical missions). That of Vuzut, in Concarneau, managed by ACGV, and that of Rosporden, managed by the municipality. With an observation from Olivier Bellec for the latter. “We never have a problem there.” This is confirmed by Michel Loussouarn, the mayor of Rosporden. “There are several communities, but some have family ties in the town,” he explains. There can sometimes be problems, but never like in Concarneau.”
-Recurring difficulties
As a reminder, the problems in the Concarne reception area are not new. Without going back very far, in November 2021, during a community council meeting, CCA recognized, in Vuzut, an “often tense situation” and “difficult mediation” with users. The elected official from Concarne, Elisabeth Janvier, then spoke, regarding the state of the premises, “a space in which we would not put anyone from our entourage”.
In December 2022, it was travelers who complained about reception conditions at the Vuzut area. On the side of CCA and the manager, we especially deplore the behavior of some of these users.
