Today, Wednesday, January 15, the Court of Cassation in the capital, Rabat, witnessed the opening of the 2025 judicial year, within the framework of long-standing judicial traditions that embody the Kingdom’s respect for the rule of law and the pillars of justice.
The King’s Attorney General at the Court of Cassation, Chief Public Prosecutor, Hassan Al-Daki, delivered a speech on this occasion, which included a detailed presentation of the broad lines of work for the upcoming judicial year, reviewing the Public Prosecution’s achievements during the year 2024 and its future challenges.
– A positive outcome for the Public Prosecution during 2024
The Attorney General praised the efforts made by judges and prosecutors, which yielded positive results at the various court levels. In his speech, he highlighted the statistics that reflect the amount of work accomplished:
Handling complaints: 565,874 complaints were registered during the year 2024, of which 484,066 were completed, with a completion rate of 88%.
Submission of records: The number of popular records reached 2,324,109, of which 94% were completed.
Rationalization of pretrial detention: The percentage of pretrial detainees decreased to 32.56%, compared to 37.56% in the previous year.
Protecting rights and freedoms: Public prosecutions carried out 22,137 visits to places of physical custody, 177 visits to mental institutions, and 1,104 visits to prison institutions.
– Efforts to combat corruption and protect public money
The Public Prosecution continued to activate anti-corruption mechanisms, as the direct line for reporting bribery crimes was able to arrest 61 cases of flagrante delicto during the year.
12 reports were also referred by the Supreme Council of Accounts to the relevant public prosecution offices, which reflects a firm commitment to improving public life and protecting public money.
Supporting vulnerable groups and combating violence
Within the framework of enhancing protection for vulnerable groups, 84,822 complaints related to violence against women were addressed, as a result of which 21,898 people were prosecuted.
Public Prosecutions also contributed to reducing the marriage of minors by rejecting 13,762 requests for permission to marry, representing 86% of the registered requests.
Digitization and modernization: a future vision
The Attorney General confirmed that the Public Prosecution continues to move towards modernization and digitization, through the establishment of a special pole for modernization and information systems.
The Public Prosecution also organized 911 training courses for judges and their managers to enhance their professional competencies.
Future challenges and ambitions
The Attorney General called for strengthening the human resources of the Public Prosecution by adding 1,000 judges and sufficient police clerks, in addition to accelerating the issuance of new laws, including the Criminal Code and Criminal Procedure.
He also stressed the importance of providing shelter centers for vulnerable groups, and strengthening protection programs for children and women.
International cooperation and Moroccan radiation
The speech reviewed the role of the Public Prosecution in enhancing international cooperation, as memorandums of understanding were signed with Russia and Belgium, and the hosting of the seventeenth conference of the African Public Prosecutors Association in Marrakesh.
The Attorney General concluded his speech by affirming the determination to continue working hard to achieve complete justice, calling for strengthening coordination between the various components of justice in the Kingdom, in line with the high royal directives.
At the conclusion of the session, the First President of the Court of Cassation announced the opening of the judicial year 2025, marking the start of a new year of diligent judicial work, to achieve the rule of law and consolidate justice in the Kingdom of Morocco.
