The new chief of staff assured Le Figaro that he wanted “reconciling the energy of communities and the ambition of the State”. Aged 62, he is known to be a specialist in local authorities in his capacity as general director of services in the Grand Est region. Nicolas Pernot has already collaborated with François Bayrou between 2014 and 2018 as general director of services in Pau (Pyrénées-Atlantiques). A city that he joined after leaving Le Havre, in Seine-Maritime, where he officiated with Mayor Édouard Philippe.

Earlier in their careers, François Bayrou and Nicolas Pernot had already had the opportunity to collaborate on several occasions. The graduate of Sciences Po and Essec Business School notably accompanied the new tenant of Matignon as chief of staff at the Ministry of National Education, between 1995 and 1997 then as Deputy Director General of Services at the Pyrénées-Atlantiques Departmental Council, between 1997 and 2001. Nicolas Pernot therefore joined once again François Bayrou in his cabinet, several positions of which have already been filled, starting with that of head with the sub-prefect of Nantes, Pierre-Emmanuel Portheret.
