Last Thursday Manu, a well-known restaurateur in the town of Thionville in Moselle, discovered more than twenty post-parking packages in his mailbox, “the oldest dating back to last July”. It was the neighbor across the street who came to see him “to find out if I had received any fines. I was asked for thirty euros for each of them, no less than 660 euros. This is the first time I have seen so many fines”.

Because since June 1, parking control has been fully automated in the city. It is entrusted to the platform of the National Agency for Automated Crime Processing (ANTAI). Cis the system LAPIS which came into force. It is based on the automated reading of license plates by an unmarked car.

The director of security and public peace at the City of Thionville, Laurent Cavalieri, says that in a few days he was sent six months of fines, so 12,500 fines. “I take them one after the other, and I check what people are saying. And then I cancel them.”

He explains to us that since last week “more than a hundred people received letters. We became aware of a massive arrival of post-parking packages in mailboxes.” The astonishment is twofold. “It is with us here at the town hall and also with the people who receive the packages. It should be noted that for the majority of them it is packages that are due.”

The mayor of the city Pierre Cuny, contacted by telephone by France 3 Lorraine on Saturday December 7, 2024, confirms that “there has been a computer bug since June 1st. From there hundreds of people received fines. Late yesterday afternoon, I made the decision to cancel all the fines. By making it clear that for those who have already paid, we will not be able to go back.”
