This conference aimed to evaluate the implementation of Resolution 18 of the Central Committee of the Party of 12e fiscal year and the socio-economic situation of 2024, as well as to communicate to the entire Party the solutions envisaged by the Politburo and the Secretariat to accelerate socio-economic development in 2025 and remove institutional obstacles.

During his presentation on “Removing institutional obstacles and bottlenecks”, National Assembly Speaker Tran Thanh Man said that the recent parliamentary session had given rise to a major change in the legislative approach. This has resulted in more concise and clear laws as well as greater decentralization of powers. The idea is to move from strictly regulated management to an approach that combines effective management and encouragement of innovation, abandoning the “if you can't manage, then you ban” mentality. The National Assembly also approved important policies, such as investment in the North-South high-speed railway project, a symbol of hope and innovation, noted Tran Thanh Man.
Prime Minister Pham Minh Chinh then made a presentation on the socio-economic situation of 2024 and solutions to accelerate socio-economic development in 2025. He announced that by the end of the year, all 15 main objectives should be achieved. Some are even on the verge of being exceeded, notably the GDP growth rate, estimated at more than 7%, placing the country among the growth leaders in Asia and in the world. Additionally, foreign trade is expected to reach a record $807.7 billion this year, and Vietnam is one of the 15 developing countries attracting the most foreign direct investment in the world.

In turn, the Secretary General of the Tô Lâm Party stressed that the country now had the resources and the will necessary to enter a new era of development and prosperity. In this context, a real revolution is needed to rationalize the political apparatus, he declared.
“We need bolder institutional reforms to remove all blockages to national development. At the same time, it will be necessary to strengthen the reform of public administration, the responsibility for which falls not only to legislative institutions but to the entire political system. It is necessary to administer a “strong enough dose of medicine” to cure the disease of bureaucracy associated with administrative abuses against citizens and businesses. Socioeconomic policies are already relatively comprehensive, it is time to act. Based on the policies of the Party and the State and regulation by the central administration, local authorities must also show initiative and creativity to develop their own localities,” stressed the Party General Secretary.
Tô Lâm ordered ministries and sectors of activity to complete the development of their restructuring plan in December 2024. The plan for rationalizing the entire political apparatus must be submitted to the Party Central Committee during the first quarter of 2025 , he insisted.
