Did the police arrest the “cinder block” serial killer who exclusively targeted random homeless people? The first elements of the investigation with distant geographical ramifications seem to point in this direction.
A man, suspected of four homicides in France and an attempted murder in the Netherlands, was arrested in the south of France, we learned on Wednesday November 13, 2024 from a police source.
Targeted by an OQTF in France
This man, under OQTF (obligation to leave French territory) according to the identity he gave during his arrest, was arrested on a train near Toulon (south of France), after the murder of a Moldovan homeless man in Lyon fatally hit on Monday November 11 with a concrete block, according to a police source.
“After checking the file of wanted persons, they realized that he was the subject of an arrest warrant issued by an investigating judge in Evry,” said Toulon prosecutor Samuel Finielz.
“The man was placed in detention and measures will be taken so that he is transferred to the ordering investigating judge”, or to Evry, added Samuel Finielz, without giving further details.
Several homicides “with the same modus operandi”
He is also suspected of having committed homicides “with the same modus operandi” in Evry, near Paris, Dijon (eastern France) and Strasbourg, as well as an attempted murder in Rotterdam in the Netherlands.
Analyzes, particularly of DNA, are now underway to determine whether he is indeed the author of these crimes, according to another judicial source.
French law enforcement cooperated with those in Rotterdam, where a homeless man was violently attacked on the night of November 4-5.
Dutch police said they were “investigating whether this is the suspect linked to the Rotterdam attack”. “At this stage we cannot confirm this,” said spokesperson Janine Tuinfort.
In a wanted notice, published on the internet, the Dutch police released an image of a dark-skinned man, aged around thirty, wearing a black raincoat, blue pants and shoes with orange laces.
An ultra-violent murder committed in Lyon this Monday
Monday morning, a homeless man of Moldovan nationality was discovered dead in Lyon with a large wound on his head, a bloody concrete block next to him.
A CCTV camera filmed a man hitting him in the head with the heavy stone. An investigation into murder had been opened.
According to our information, from a police source, the homeless man was 39 years old and his name was Emilio. He had lived in this district of the 2nd arrondissement of Lyon for several years, Ainay, a quiet and bourgeois district located between Perrache station and Bellecour.

The Toulon police were able to arrest the man thanks to the report of a woman attacked on a train leaving Marseille Saint-Charles station late Tuesday afternoon. She describes a “very tense” individual.
“He was shouting I see you, I wait for you,” according to the young woman who was hit by the suspect on the train. SNCF controllers and the police were able to intervene after the passenger sent an SMS to the emergency number, 31177.
The investigation is now continuing to confirm his involvement in the four homicides in France, the attempt in the Netherlands and other possible cases in recent years.
