In sixth grade, in reading comprehension, “less than one student in two has a satisfactory level,” the ministry announced. In mathematics, 43% do not know that four hundredths equals 0.04. In 4ethe results are downright deemed “worrying”, with in particular a decline in French and an increase in the level gaps between girls and boys. In second grade, finally, it is the level of professional sectors that is worrying. The difference in level between these students and those in the general and technological tracks is 50 points in French and mathematics. “This is a big point of alert,” insisted Minister Anne Genetet, promising in the process “an act II of the shock of knowledge”. In other words, a continuation of this set of measures aimed at raising the level announced a year ago by Gabriel Attal, in the wake of France's catastrophic results in the Pisa ranking.

Nothing new in primary
Most of the measures listed by the minister are in reality an addition to the agenda of those announced a year ago by Gabriel Attal, and put on hold by the dissolution of the National Assembly and the change of government. A measure as emblematic as it is controversial of Gabriel Attal's “shock of knowledge”, the need groups in 6e and in 5ein mathematics and French, saw their application left to the discretion of school heads at the start of the school year. They are now “mandatory” and will be maintained at the start of the 2025 school year, Anne Genetet said. They will also be evaluated by the General Inspectorate and the Evaluation Directorate in order to identify the most effective practices.

Without waiting for the results, the minister also decided to extend this system to 4th grade classes.e et 3ein French and mathematics. Concretely, middle school students will therefore keep the same number of hours of lessons, but one hour of their timetable will be taught within the framework of a group adapted to the needs of each student, at the rate of one hour per week, alternating between mathematics and French.
How, when the debates around the finance bill for 2025 rage in the National Assembly? Additional resources, “which will be defined as part of the budgetary discussion”, will be put in place, promised the minister, who estimates these at around “a thousand positions”. These resources will be directed by the rectorates towards the colleges in which there are the most students in difficulty.
Expanded “homework done” and “learning vacation” schemes
In addition to the need groups, half of the students in 4e and 3e will benefit from one hour per week of tailor-made support through “homework done”. This system launched by Jean-Michel Blanquer in 2017, and rather well received by the educational community, will however remain at the discretion of school heads. They are therefore free to decide whether or not to implement it, depending on the needs of their students and the workforce available within the framework of the Teacher Pact.
These same school heads will also be able to offer remediation courses to middle school students in great difficulty. Some 22,000 middle school students should be affected.
A patent that really matters
As announced by Gabriel Attal, the patent will gradually evolve in order to “guarantee its value as a diploma”. The balance between continuous assessment and terminal examination will therefore be revised to 40/60 and continuous assessment will be based on the average of scores of 3e…but not before the 2026 session. As for the “cleaver patent”, which was to become compulsory in 2025 for entry into second grade, it will ultimately only be put in place in 2027, “so as to only affect students with benefited from the shock of knowledge.

In high school, the most important change concerns the introduction of an anticipated mathematics test for the general and technological baccalaureate, from June 2026 for all first year students. Students who only benefit from the hour and a half of common core mathematics will “obviously” have a different test from those who opted for the expert maths option (who will also have a mathematics test in final year), the ministry specified. , but everyone will work on a math test. Alongside this educational ambition, the minister wanted to develop an area around improving the school climate, the impact of which on learning is often highlighted by research. The recruitment of 150 additional CPEs and 600 AEDs was announced in January to strengthen the school life teams of the most difficult middle and high schools. This at constant cost, thanks to “redeployments” within the 2025 budget, argued the minister. Distribution will be carried out locally, by the academies.
No news on the initial teacher training reform
Not in word, however, of the reform of initial teacher training, initiated by the Attal government to respond to the recruitment crisis.
