The bill aims to restore the age of eligibility to 62 years from the 1955 generation (instead of 64 years from the 1968 generation) and to return to the parameter of the contribution period for the obtaining the full rate, by setting the required contribution period at 42 years from the 1961 generation (instead of 43 years from the 1965 generation).
During its examination in committee, Wednesday October 23, the deputies adopted the text by rejecting article 1iswhich sets the legal retirement age at 62, and article 2, which sets the contribution period required for a full-rate retirement at 42 years. MPs adopted amendments asking the Government to submit a series of reports.

Proposal for a law aimed at relaxing the conditions for expulsion of foreigners constituting a serious threat to public order

The bill aims to make systematic the expulsion of any adult foreigner whose presence in France constitutes a serious threat to public order, and in particular all those who have been the subject of a final conviction for a crime or offense punishable by a sentence of at least three years' imprisonment.
It retains the principle of prohibiting the expulsion of foreign minors, but introduces, for those aged over sixteen, an exemption in the event that they present an exacerbated dangerousness due to behavior likely to harm the fundamental interests of the State or linked to activities of a terrorist nature.

Proposal for a law aimed at reducing energy constraints on rental supply and curbing their effects on the housing crisis

The single article of the proposed law aims to repeal article 160 of the law of August 22, 2021 known as “Climate and resilience” which set a timetable for strengthening the energy decency threshold by prohibiting the rental of properties. classified G or less from 1is January 2025, then F in 2028 and E in 2045. The proposed law aims to establish for crimes (art. 1) and for offenses (art. 2) committed as a legal repeat offender, relating to drug trafficking or committed against a person holding public authority or the like, minimum thresholds for imprisonment, reclusion or detention, set according to the length of the sentence incurred.

Proposed law aimed at modernizing hydroelectric installations to strengthen France's energy sovereignty

The bill aims to generalize the authorization regime to all hydroelectric installations. Today, 90% of the installed power depends on the concession's regime. Switching to the authorization regime would, according to the rapporteur, avoid the competition between these expired concessions required by European Union law.
