Rarely has such a complex proposal been put before the people as the BVG reform, which will be voted on on September 22nd.

Essentially, the Federal Council and Parliament want to adapt occupational pensions (2nd pillar) to the increasing life expectancy and the lower return expectations of pension funds. For this reason, the so-called conversion rate – which determines how high the pension is – is to be reduced from 6.8 to 6 percent.

Because this will lead to a reduction in pensions, the reform provides for several compensatory measures. By making the coordination deduction more flexible, a larger part of the salary will be insured. There are also subsidies for a transition generation of 15 generations.

In addition, the wage entry threshold is to be lowered, so that tens of thousands of people with low wages or part-time jobs – the majority of them women – can build up pension fund capital for the first time.

The debate on the BVG reform:

Another measure concerns the so-called old-age credits. The reform would reduce contribution rates for older employees in order to counteract age discrimination in the labor market.

The Federal Council and the GLP, Mitte, FDP and SVP in Parliament are in favour of the BVG reform. Also in favour are the employers’ association, the trade association and Economiesuisse.

The unions, the SP and the Greens are against the reform, as are some associations from the low-wage sector, such as Gastrosuisse.
