The International Cycling Union (UCI) announces that Kazakh rider Ilkhan Dostiyev has been sanctioned with a four-year period of ineligibility following an anti-doping rule violation (ADV) for the presence of Methoxy polyethylene glycol-epoetin beta (CERA)1 in two samples collected – based on information – out of competition on July 30, 2024 and in competition on August 17, 2024 during the Turul Romaniei (Tour of Romania).
In accordance with the World Anti-Doping Code (the Code) and the UCI Anti-Doping Regulations (UCI ADR), the period of ineligibility began on September 9, 2024 and will remain in effect until September 8, 2028.
The case was resolved by an acceptance of the consequences, in accordance with the Code and the UCI RAD.
The UCI will not make any further comments.
The UCI delegated the operational aspect of its anti-doping program to the International Testing Agency (ITA) in January 2021. Since then, efforts to contribute to clean sport have been led by the ITA Cycling Unit which is dedicated specifically for all cycling disciplines. The UCI and the ITA are linked by a service agreement which ensures that the ITA operates independently.
1 CERA is a Prohibited Substance belonging to class S2 (Peptid Hormones, growth factors, related substances and mimetics) of the Prohibited List maintained by the World Anti-Doping Agency (WADA) and adopted by the UCI.
