Is the registration document more expensive in Brittany than elsewhere?
With this increase from 55 to 60 euros per fiscal horse (CV) on February 1, Brittany reaches the ceiling set by law. This is also the case in Center Val-de-Loire, Normandy or the Grand Est. The amount of this tax is 36.20 euros per CV in Hauts-de-France, the metropolitan region where it is lowest. The average in mainland France is 53 euros.
At the start of 2025, seven metropolitan regions have decided to increase this tax. In Brittany, this increase is 8.3%.
How much will registration cards cost?
Motorists pay this regional tax (and other taxes) when they buy a vehicle, new or used, or if they request a duplicate of their registration certificate (carte grise). Its amount is determined by the number of fiscal horsepower (CV) of your car.
Why did the regional council decide on this increase?
This tax is the last fiscal lever that regions can activate. Its increase should generate around ten million euros in additional revenue. Because the Brittany Region expects a “deterioration in (its) revenues” in 2025. “We cannot yet quantify the impact of the finance bill,” explains the vice-president for finance and general resources, Stéphane Perrin-Sarzier (social democratic group). Deputies and senators meet in a joint committee on Thursday January 30 to agree on a final text.
Stéphane Perrin-Sarzier adds that the State has increased the price of rail tolls, these sums that the region pays to the SNCF network to circulate the TER. “This represents an additional cost of ten million euros,” specifies the elected official.
Why is this increase controversial?
The right and the far right oppose this choice. “We have reached the national record, it’s scandalous,” chokes up National Rally elected official Gilles Pennelle. The most disadvantaged motorists are penalized, those who live in rural areas and are often forced to have two cars because they do not have access to public transport. » “There is no small tax, complains Stéphane de Sallier Dupin (right, center and regionalists). For a person on a modest income, 30 euros more to buy a used car, which they had difficulty finding, is already too much. »
-Were there other solutions?
“This tax will bring in ten million. We can very easily find ten million savings to be made,” assures Gilles Pennelle. Stéphane de Sallier Dupin shares this point of view: “The region has created its magazine, finances its associative friends… And we also have to wonder about the territorial mille-feuille: we have a lot of cross-financing. Projects for which the municipality, the intercommunity, the Department, the Region and the State provide subsidies. » Stéphane Perrin-Sarzier responds, in essence, that one does not prevent the other: “Increasing the tax on registration documents does not exclude making savings. This will be the whole subject of the March session.”
Will electric cars be affected?
Today, owners of electric vehicles are exempt from this tax. This provision could be removed this year. “If the finance law opens up this possibility, electric vehicles will also be affected, in Brittany, with the same rate as the others,” announces Stéphane Perrin-Sarzier.
Will the price of the registration card increase further?
According to Le Parisien, the finance bill could include a lifting of the regional tax cap on the registration certificate. The ceiling of 60 euros per CV could be removed, or even become a floor. If this provision is voted on, “the question (of a new increase) will arise for 2026, 2027, depending on the budget line followed by the State,” indicates Stéphane Perrin-Sarzier. But not for this year. »
