The government wants to put in place “a specific contribution” for complementary health insurance

The State intends to ask them to “return” the increase in contributions that they have decided to apply for 2025.

The government wants to increase taxation on complementary health insurance, which will ultimately not have to increase their reimbursements for medical consultations and medications in 2025, indicated the office of Minister of Health Catherine Vautrin. “We confirm the establishment of a specific contribution” for complementary health insurance in 2025, the cabinet said on Wednesday. On BFM Wednesday morning, Catherine Vautrin explained that the State would ask mutual societies to “return” to the State the increase in contributions that they have decided to apply for 2025. This increase – 6% on average according to the Mutuality – should enable them in particular to cope with the increase in their reimbursements for medical consultations and medications , in place of Health Insurance which had to lower its contribution.

But this measure decided by the Barnier government was ultimately abandoned, François Bayrou confirmed Tuesday in his general policy declaration. According to press information, the government is considering in particular increasing the additional solidarity tax, paid by complementary health insurance to finance C2S, complementary health insurance for the poorest. This tax is calculated on health contributions collected, for the most part at the rate of 13.27%. On Tuesday, the Mutualité Française denounced the government's plan to increase taxation. Such a decision “would mechanically impact the purchasing power of the French and would be antithetical to the idea of a multi-year construction involving the actors”indicated Éric Chenut, the president of the Mutualité.
