Mr. Minister, protect your colleagues and directors

Mr. Minister,

Allow me to break the hierarchical chain to address you directly in order to respectfully invite you to express your firm disagreement with the ad hominem and nauseating attacks of the newspaper “Yoor-Yoor” against the administrative and technical leaders of the energy sector Senegalese.
Indeed, in its front page of Thursday January 9, 2025, this daily cites 7 leaders including your Chief of Staff and your Secretary General, as being “figures of the Macky Sall system who still control the energy sector”.

My conviction is that we cannot afford, in this oil and gas dawn for our country, where we must continue to consolidate our relations with our Mauritanian brothers within the framework of the GTA deposit, to face multinationals experienced in the task. , accelerate the arrival of domestic gas to lower the price of electricity and facilitate industrialization, to appoint good and bad officials. It is unacceptable that a newspaper, reputed to be close to your PASTEF-Les patriotes party, allows itself to appoint General Directors who are acceptable because they have been appointed since April 2024 and others who are not acceptable because they would have been appointed before, without that this does not lead to a firm reaction from our supervisory Ministry. The Senegalese administration has always served, despite its inadequacies, with loyalty, even with zeal, the different regimes which have succeeded one another. It cannot be divided between civil servants and directors of the “Project” and others who are not. We all serve the one and same republic.

The Senegalese energy sector, without being perfect, has made notable progress in recent years. Our installed electrical capacity tripled between 2012 and 2023, no less than 4 new laws and more than ten associated decrees have emerged to regulate the operation of the oil industry (Oil Code, Gas Code, Content Law local, Law governing income from the exploitation of oil and gas), the Energy Sector Regulatory Commission was reformed, nearly a hundred engineers, on the basis of a competition on merit, have been trained by the National Institute of Oil and Gas (INPG) since 2018. These results are the result, in part, of these civil servants today delivered to the vindictiveness of the radicals and the newspapers which provide them with targets to shoot down. We all know that working for the State is thankless but it is unacceptable that the morality, professional reputation and patriotism in the service of the Senegalese of senior civil servants, the extreme majority of whom are not politically involved, are continually attacked by individuals whose mastery of the challenges of this more than crucial sector, as the Prime Minister recalled during his General Policy Declaration, is at best limited, or even non-existent.

The necessary accountability, an essential exercise in a democracy where alternations occur, cannot be a pretext for carrying out a “witch hunt” – because we are only talking about men here – within our administration. You know it much better than anyone, Minister is a political position, and having heard you say it during a public workshop, you are aware of the quality of human resources in this sector where reserve is required given the issues at stake. confidentiality and the strategic dimension of the work carried out. I therefore allow myself to go beyond mine to invite you to exercise this political prerogative which is yours and to defend those who support you on a daily basis in your work. These senior officials, all competent, and I can attest to this on my honor, allow the Senegalese to no longer live under the yoke of power cuts, but also to benefit from a continuous supply of petroleum products for their transport and , will undoubtedly contribute to making the Senegalese feel the benefits of the exploitation of their natural resources.
