A series of framework agreements were signed on December 20 at the opening of the second edition of the national meetings on advanced regionalization, which are being held for two days in Tangier. These framework agreements aim to accelerate the implementation of advanced regionalization, as well as to strengthen collaboration between regions and territorial action in different strategic areas, including water and sustainable mobility.
The first framework agreement concerns the acceleration of the operationalization of advanced regionalization signed between the ministries and the councils of the twelve regions. This agreement aims to establish a methodology to define practical measures capable of completing the advanced regionalization project and continuing the operationalization of the obligations of the signatory parties to the orientation framework on advanced regionalization in 2019.
The second framework agreement, for its part, concerns a partnership in the field of water. It includes a battery of measures relating to the implementation of State policies in terms of water management and environmental protection. This partnership aims to create a new participatory framework and ensure complementarity between the actions carried out at the level of each region.
The third agreement signed this morning relates to the financing of the investment program of the new model of delegated management contracts for urban and intermunicipal public bus transport. It aims to modernize and improve the quality of bus transport within and between municipalities. Another objective is to ensure the sustainability of this service and to make new investments in this sector, while preserving financial balances and guaranteeing compliance with management contracts.
The 2025-2029 investment program, it should be remembered, has an envelope of 11 billion dirhams (billion dirhams), dedicated to the acquisition of new buses, operating assistance and information systems. and ticketing, in addition to the development of new depots, stations and signs for these buses.
The first day of the national conference on advanced regionalization was also marked by the signing of an agreement relating to the management of household and similar waste over the period 2025-2034. This aims to strengthen the partnership between government departments and regional councils in the field of waste management and environmental protection.
