Furthermore, the project also aims to integrate seconded teacher-researchers as well as those assigned to higher education colleges, during their transfer from the national education sector to that of higher education.

In accordance with the provisions of the draft decree, teacher-researchers in higher education who have passed the competition for access to the body of “assistant university professor” between October 21, 2013 and December 31, 2014 will benefit from fictitious seniority, without value pecuniary.
According to the presentation note of the text, this measure aims to allow this category to assert their rights to promotion in the grade in accordance with the regulatory texts in force.
The draft decree is made up of seven articles, the first three of which concern the promotion methods applicable to this category. Article 4 of the project, for its part, addresses the integration of civil servants reporting to the interinstitutional body of teacher-researchers in higher education. The project provides that the latter will retain their status as integrated teacher-researchers, with their seniority and their rank, from January 1, 2023.
Despite the significant progress made in the status of teacher-researchers, “the National Coordination of teacher-researchers affected by the failure to take into account general seniority acquired in the public service” considers that the text struggles to provide a clear response to the demands of this professional category, in particular concerning the recognition of the French doctorate, the absence of integration of general seniority and the increase in the duration of promotion, going from 6 to 8 years.
Furthermore, the Coordination emphasizes that the draft decree does not address the educational issue linked to teacher-researchers in regional centers, who do not benefit from the right to supervise doctoral theses.
