Ubuesque situation at the Anderlecht CPAS: lack of a quorum, an 80-year-old independent advisor inherits the presidency promised to a PS elected official

The CPAS of Anderlecht is sinking into crisis: the union front files a strike notice and denounces a “failing global policy”

A new president therefore had to be appointed. The majority had announced that Guy Wilmart (PS) was to take the post. It was planned that the Anderlecht CPAS council would elect its new president this Monday.

Downside: the attendance quorum was not reached… and the council was unable to appoint its new president.

It was ultimately Jean-Jacques Boelpaepe (80 years old), a CPAS advisor who worked for the MR but who now sits as an independent who, in a completely unanticipated manner, was automatically appointed.

“It wasn’t a coup!”

“Mr. Willemart was actually supposed to be appointed yesterday, but there was no quorum. There were some absent, others who were unhappy to see a president arriving to manage current affairs…”, confirms Jean-Jacques Boelpaepe to La Libre. “However, there could not be a power vacuum and the law provides that it is the most senior member who assumes the interim presidency.”

“It was not a coup, even if I am not part of the majority!jokes the new president of the Anderlecht CPAS.

The position will, however, only be temporarily occupied by this former Anderlecht alderman, who also passed through the Brussels Parliament. Indeed, Jean-Jacques Boelpaepe was not re-elected on October 13, since he was not a candidate. “It will be necessary to relaunch a new council which will put the appointment of a new president on the agenda. At the beginning of February, automatically, the new board will be installed. The new council will vote to appoint its new president for the 2024-2030 legislature. adds Jean-Jacques Boelpaepe. “Mr. Willemart will therefore take up his duties in February.”

The situation is still very particular.

Jean-Jacques Boelpaepe can, if he wishes, stay in place for almost three more months and the new CPAS advisors take office, since it is the president of the social CPAS who convenes the social action councils. In the midst of the Anderlecht CPAS affair, there is enough to enrage the Anderlecht PS…

“I was not on the lists, I decided to finish nicely. But I am ready to go to the end of the legislature and to work during the last two months to give another image of the Anderlecht CPAS” , concludes Jacques Boelpaepe. The incidents reported in the press have created great frustration among staff. Above all, you need to take a moment to reassure yourself. And turn the machine another way. I am ready to put in place regulatory strategies, because there are errors on home visits but especially on delays in files.”
