In Baku, COP29 struggles to stand out from global divides

  • In one week, positions have barely changed at COP29.

  • However, there is no longer any room for “theater”, according to the UN “climate chief”, Simon Stiell.

  • While Donald Trump’s America intends to completely withdraw from the process, China is in a hurry to cash out.

The decor is in place. Abusing green and pale blue tones, it aims to suggest, of course, “natural” colors as much as to evoke a feeling of calm. In Dubai last year, the colors came from the same register, within the immense exhibition center which hosted the COP28. Here, in Baku, the capital of Azerbaijan, the ceremonies take place in an Olympic stadium, as if the slogan were the same: recycle gigantism to better defend nature, if only the space of two weeks.

Even before the start of the work, on November 11, this 29th Climate Conference of the Parties (COP29) was presented as a simple “transition” conference. Last year, the negotiators struggled, before ultimately obtaining the promise of a “transition away from fossil fuels”. Next year, in Brazil, States will have to be much more precise, each putting on the table their national climate action plan (NDC) intended to show how they intend to get closer to this objective.
