During a plenary session in the House of Representatives, the Minister Delegate in charge of the Budget, Fouzi Lekjaa, highlighted on Friday Morocco’s remarkable resilience in the face of global geopolitical tensions and the economic uncertainties they generate. During discussions on the 2025 finance bill (PLF), he affirmed that the Kingdom continues to demonstrate its ability to adapt to fluctuating circumstances, highlighting the solidity of its economic and social fabric.
Mr. Lekjaa specified that the PLF 2025 is based on a delicate balance between the constraints imposed by the current context and the responses to be made. This project is framed by several strategic frameworks, foremost among which are the High Royal Guidelines, which play a crucial role as a guarantor of the stability and general direction of the country, whatever the emerging circumstances.
The minister also praised the profound transformations achieved under the reign of His Majesty King Mohammed VI, which propelled Morocco to an advanced level of modernization and strengthened its place on the international scene. These advances are reflected in the structuring of successive PLFs, designed to combine the royal vision, the New development model, government programs and the necessary adjustments in the face of unforeseen priorities.
During the discussions in the House of Representatives, differences emerged among the deputies on the economic hypotheses and the growth forecasts underlying the PLF 2025. If some parliamentarians welcomed the realism and the relevance of the hypotheses put forward, others expressed reservations, considering them too optimistic in the face of global economic challenges.
The report from the Committee on Finance and Economic Development highlighted these discrepancies, highlighting varying opinions on the coherence of the project. Some deputies recognized the continuity of the PLF with the achievements of the government, as well as its prudence and its ability to transform challenges into opportunities for inclusive development. Conversely, others criticized the project, believing that it did not fully meet expectations to restore confidence or current issues.
Despite the debates, Fouzi Lekjaa recalled that the royal vision constitutes an essential compass for overcoming challenges and that the PLF 2025 is part of an approach consistent with this orientation. He emphasized the importance of continuing to adapt priorities based on internal and external transformations, while capitalizing on emerging opportunities.
