Two non-governmental organizations, including ACTED which received its authorization last December, can no longer carry out their activities in Niger according to orders signed Tuesday by the Minister of the Interior.
The Nigerien Ministry of the Interior has withdrawn the operating authorizations of two non-governmental organizations: ACTED and Action Pour le Bien-Être (APBE). Orders No. 01208 and No. 01209, signed on November 12 by General Mohamed Toumba, take effect immediately.
ACTED, which has been operating in Niger since December 2022, and APBE, present since 2009, must therefore cease their activities in the country.
This decision is part of a broader context of review of the operational framework of NGOs under the aegis of the National Council for the Protection of the Fatherland (CNSP), in power since July 2023.
With this in mind, General Toumba recently received representatives of two other organizations: Plan International, active for several decades in education, health, child protection and youth empowerment, and the Hanns Seidel Foundation, German organization specializing in institutional capacity building and governance.
These meetings aimed to align the activities of NGOs with the orientations of the CNSP to better serve the interests of the Nigerien population.
Last March, the ministry had already reminded NGOs of their legal obligations, in particular the submission of an annual activity report before March 31, in accordance with the Standard Protocol of Agreement (PAT 2022-2026) and decree 2022-182PRN /MAT/DC. Failure to comply with these obligations may result in sanctions under article 60 of the PAT.
