The case between Customs and Coris Bank finally closed without further action

The Board of Directors of Coris Bank International recently expressed immense relief following the decision of the financial division of the Dakar public prosecutor’s office to dismiss the procedure against Mr. Ibrahima Mar Fall, director of Coris Bank Senegal. This announcement was received with optimism both by members and users of this Burkinabe bank, thus strengthening confidence in its institutions.

Ibrahima Mar Fall had been arrested in connection with the Khadim Ba affair, a customs dispute involving billions linked to the importation of tankers which never arrived in Dakar. He faced charges of alleged complicity, while Khadim Ba, the main accused and director of Locafrique, was at the heart of this complex affair. The latter is also the brother of Khadîdja Ba, the general director of the company targeted by Senegalese customs, which is demanding a colossal sum of 215 billion FCFA.

Although Khadim Ba is legally irresponsible for the failings of the companies Dermont Oil and Gas and Gaz Africa, justice has demanded explanations. His lawyers regularly clarified that he held no decision-making role within these companies and that the African Refining Company (SAR) was the only legal importer recognized in the field.

Despite this, after several legal twists and turns, Khadim Ba was placed under arrest on October 4, 2024, while Ibrahima Mar Fall was released. The latter’s lawyers, as well as many players in the banking sector, criticized his arrest, arguing that bankers cannot be held responsible for the veracity of the invoices presented by their clients.

Today, with the dismissal of the proceedings against Ibrahima Mar Fall, sources in the financial sector say that justice has triumphed over attempts to harm key players. According to the latest information, Customs finally recognized that the cargoes paid for by Coris Bank had indeed been delivered, thus dispelling the doubts that weighed on this matter.
