DECRYPTION – The XIXe meeting will attempt to revive an organization that is losing momentum and which is suffering from tensions between Paris and certain African countries.
It is not absurd to say that the opening of the 19th summit of the Francophonie on Friday is taking place with the greatest discretion. Presented as one of France’s major international events in 2024, with the commemorations of the Normandy landings, the Olympic Games and, soon, the reopening of Notre-Dame, this meeting did not in reality arouse great expectations. We can see this as a sign that the French-speaking world is a broken organization, struggling to find a useful purpose.
The election at its head, in 2018, of Rwandan Louise Mushikiwabo certainly allowed it to reconnect with Africa, its « beating heart », according to the Élysée.
