Is the gray card more expensive in Brittany than elsewhere?
With this passage from 55 to 60 euros per tax horse (CV) on February 1, Brittany reaches the ceiling fixed by law. This is also the case in Center Val-de-Loire, in Normandy or in the Grand Est. The amount of this tax is 36.20 euros per CV in Hauts-de-France, the metropolitan region where it is the lowest. The average in mainland France amounts to 53 euros.
At the start of 2025, seven metropolitan regions decided to increase this tax. In Brittany, this increase is 8.3 %.
How much will gray cards cost?
Motorists pay this regional tax (and other taxes) when they buy a vehicle, new or used, or if they request a duplicate of their registration certificate (gray card). Its amount is determined by the number of tax horses (CV) of your car.
Why did the regional council decide this increase?
This tax is the last tax lever that regions can activate. Its increase should generate around ten million euros in additional revenue. Because the Brittany region is expecting a “degradation of (its) revenues” in 2025. “We cannot yet quantify the impact of the finance bill”, explains the vice-president of finances and general means, Stéphane Perrin-Sarzier (social democratic group). MPs and senators meet in a joint joint committee, Thursday, January 30, to agree on a final text.
Stéphane Perrin-Sarzier adds that the state has increased the rate of railway tolls, these sums that the region pays to SNCF Réseau to circulate TER. “This represents an additional cost of ten million euros,” said the elected official.
Why does this increase debate?

Projects for which the municipality, intercommunality, the department, the region and the State grant subsidies. “Stéphane Perrin-Sarzier answers, in substance, that one does not prevent the other:” The raising of the tax on the gray card does not exclude saving money. Will electric cars be affected?
Today, the owners of electric vehicles are exempt from this tax. This provision could be deleted this year. “If the finance law opens this possibility, electric vehicles will also be concerned, in Brittany, with the same rate as the others,” announces Stéphane Perrin-Sarzier.
Will the price of the gray card still increase?
According to Le Parisien, the finance bill could incorporate a disposal of the regional tax on the registration certificate. The ceiling at 60 euros per CV could be removed, or even become a floor.
