The Minister of Employment and Relations with Institutions, Abass Fall, recently mentioned the ongoing reforms to improve the management of public entities, during his transition to the program in truth on the Radio Senegal International (RSI). According to him, efforts are made at the level of the Organizational Office and Methods (BOM) as well as to the General Secretariat of the Government to deal with issues related to duplicate agencies, refocusing state missions and rationalization of structures public.
The Minister said that work is underway to review and optimize the operation of government agencies, in order to avoid unnecessary overlaps and to make public services more effective.
However, Abass Fall also addressed a delicate question concerning past recruitment practices in the public sector, particularly after the presidential election. He mentioned what he described as “doubtful period” during which political recruitments were operated, without a look at competence or necessity. He gave the example of the Ministry of Telecommunications and Communication, where, according to him, decrees had been modified to allow assistants to obtain excessive wages, ranging from 2 to 3 million FCFA.
The Minister of Employment has thus expressed the need to restore order and to rationalize these practices, in order to guarantee more rigorous and fair management of public finances. According to him, this reorganization work aims to eliminate abuses and strengthen the efficiency of public institutions, while ensuring that recruitments are based on criteria of competence and real need.
