The President of the Republic launched this morning at the Abdou Diouf International Conference Center (CICAD), the first edition of the “Conference of public administrators and managers”. The general objective for this first edition is to remind participants of fundamental knowledge in the field of public governance, the conduct and control of public action.

In his speech, Bassirou Diomaye Faye returned to the overhaul of the action of public authorities which must be consistent with the needs and aspirations of the populations by rethinking deconcentration and revitalizing decentralization. According to the Head of State, rethinking deconcentration means evaluating the implementation of the 2020 deconcentration charter, it means evolving towards a more advanced deconcentration doctrine which drives a central State, coherent in its action and decision-making processes. But also, it means developing an efficient territorial State, better coordinating with its services, optimizing and rationalizing and managed by more accountable administrative authorities. As such, he asks the Prime Minister to define a new system for deepening deconcentration within ministries and at the territorial level.

At the same time, the Head of State will say, there is an urgent need to revitalize decentralization by re-examining the division of communities, the powers transferred to them and local taxation while providing more suitable financing mechanisms. “This revision work will be done in consultation with local elected officials and territorial stakeholders so as to have subsidiary efficiency and quality governance,” he declared.

A strategic State grants delegations to public entities but ensures that their governance and performance are exemplary. This is why the president will say, it is important to monitor the development of the parapublic sector. Thus, he invites the Prime Minister to ensure the rigorous application of the orientation law of April 19, 2022 relating to the parapublic sector and which aims to better understand the State portfolio, to control the management of public resources and to verify the relevance of sector interventions.
