Twenty-one years after its accession to the European Union, fourteen years after having already held the presidency, Poland, represented by Donald Tusk, has just succeeded Hungary at the head, for six months, of the council of the Union. In a document presenting his country’s strategic vision, the Polish prime minister describes, pointing to Russia, “the existential threat weighing on Europe”, “the most serious since the end of the Second World War” – and underlines the dual role that his country and its neighbors play: land shield on the Ukrainian and Belarusian border, naval defense line on the Baltic.
Insisting on the military, economic and energy security of the continent, he adds that he now maintains “the first army on the continent”. Which consumes 4% of the country’s GDP.
