Message from the Government to Parliament relating to a minor modification of the law on the secure virtual counter concerning the e-administration of Jura municipalities
The Government is sending Parliament a message relating to a proposed minor modification to the law on the secure virtual counter. He invites him to accept it and motivates him as follows:
In June and September 2023, Parliament adopted a modification of the law concerning the secure virtual counter, as well as an order granting a framework credit to the IT Department for the financing of e-administration projects of Jura municipalities and their maintenance for the years 2023 to 2027. This modification came into force on 1is December 2023. It frames the general principles of collaboration in matters of e-administration between the State and the municipalities. In particular, it specifies that the costs of development and operation of services benefiting totally or partially to municipal authorities as well as the costs relating to the personnel necessary for their implementation are entirely covered by the State during the first two years, explicitly mentioning the years 2023 and 2024 in art. 23a LGVS.
However, given the late entry into force of the LGVS and the organizational, structural and technical approaches implemented in 2024 to allow the initialization of the first projects in terms of e-administration of municipalities, the first investments will not be made until at the beginning of 2025 only. In order to respect the will of Parliament, which was to financially relieve the municipalities of their participation in the costs of these e-administration projects during the first two years, the Government proposes to rectify the LGVS to indicate that the costs will be entirely covered by the State for 2025 and 2026 (instead of 2023 and 2024).
At the same time, it is proposed to also correct the duration of the framework credit by shifting it from 2025 to 2029.

The Government approved the distribution proposed by the Jura Delegation to the Romande Loterie for the 4e quarter 2024.

Note that the overall amount of 1,276,200 francs concerns 52 files, two of which obtained a contribution equal to or greater than the amount of 100,000 francs, namely:
- Town of Porrentruy (Tourist strategy Porrentruy, cultural town): 108’000 francs
- Municipality of Basse-Vendline (Extraordinary revitalization of Vendline): 100,000 francs
