AsIs : Can you explain to us what we now call the “Sekkouri method”, which made it possible to unblock organic bill no. 97-15 after eight years of impasse?

Younes Sekkouri: This is not my method, but rather that adopted by the government as a whole, because the implementation of this bill will mobilize a large part of its members.

Regarding this method, the main idea was to open a dialogue with the unions, a dialogue which was not easy. This process lasted more than 20 months, including more than 65 meetings with unions and employers, but also consultations within the government. It was necessary to collaborate with the different departments concerned to build a common vision and succeed in convincing all stakeholders. With the head of government alone, we held around fifteen one-on-one meetings, in addition to extended meetings with all members of the government.

The main objective was to thoroughly revise the bill, as it was tabled in Parliament in September 2016, but which had not been addressed by previous mandates due to lack of acceptance by stakeholders. Our approach is based on sincerity and authenticity, with the desire that this project truly becomes the property of everyone. The actors involved are experienced, and this subject is part of their DNA. The issues being crucial, it was essential to act honestly, without manipulation or instrumentalization, in the general interest of the country.

However, seeking consensus around the general interest remains a complex challenge, as everyone has their own interpretation of this interest and may lean towards one stakeholder to the detriment of another. This required a lot of listening, the absence of ego or political calculations. At no time have I attempted to use any provisions against one party or another. This approach ultimately bore fruit, because throughout the discussions, even the most skeptical recognized the sincerity of the government’s efforts. These efforts were tangibly reflected in the proposed amendments.
